대테러활동 단계별 인식 및 영향요인에 관한 연구 : 법원보안관리대를 중심으로

A Study of Awareness and Factors on Counter-terrorism : Focusing on the Court Security Management Team

법원은 사회의 안정성을 유지하는 역할을 담당하고 있으므로 테러 행위가 가해지면 인 명 및 재산상 피해뿐 아니라 정의로 대변되는 법원의 상징성에 치명적인 위협과 극심한 사회적 혼란을 야기시킬 수 있다. 그러나 최근 법원을 대상으로 하는 테러리즘의 위험성이 제기되면서 법원보안관리대의 역할의 중요성에 비해 위기관리체계 및 테러대응역량이 부 족하다는 지적이 나오고 있다. 따라서 본 연구는 법원보안관리대의 단계별 대테러활동에 대한 인식과 영향요인을 확인하고자 대테러활동의 예방, 대비, 대응, 복구단계별 인식을 조사한 후 테러사건 발생 전후를 기준으로 사전활동과 사후활동로 구분하여 기존 선행연 구에서 중요한 영향요인으로 규명된 요인이 각 대테러활동 단계로 구분하였을 때도 영향 요인으로 작용하는지 확인하였다. 분석결과 테러리즘 인식 및 대테러교육, 조직역량이 사 전 및 사후활동 모두 유의한 영향력을 가지는 영향요인임을 확인하였고 이를 바탕으로 법 원보안관리대의 특수성을 반영한 위기관리메뉴얼의 필요성과 교육 및 유관기관과의 협조 를 통한 테러대응역량 강화를 강조하였다.

Since courts play a role of maintaining social stability, terrorist acts can cause fatal threats and social confusion not only to human and property loss, but also the symbolism of courts represented by justice. However, as the risk of terrorism targeting courts has been raised in recent years, it has been pointed out that the crisis management system and terrorism response capabilities are insufficient compared to the importance of the role of court security management team. Therefore, this study investigated the awareness of security officers in the stages of prevention, preparedness, response, and recovery of counterterrorism activities to determine their perceptions and influencing factors, and then, divided them into pre-activity and post-activity based on the time before and after a terrorist incident to determine whether the factors identified as important influencing factors in previous studies also act as influencing factors when divided into each stage of counterterrorism activities. As a result of the analysis, terrorism awareness, counterterrorism education, and organizational capabilities were found to be significant influencing factors in both pre- and post-activity, and based on this, the need for a crisis management manual that reflects the specificity of the court security management team and the strengthening of terrorism response capabilities through education and cooperation with related organizations were emphasized.
