정신장애인의 돌봄 특성에 관한 연구 : 활동지원서비스의 개선을 중심으로

A Study on the Specificities of Caring for Persons with Psychosocial Disabilities: Focused on Improvement of Activity Assistant Service

본 연구는 정신장애인에게 직접 돌봄을 제공하는 당사자의 가족과 돌봄서비스 제공자들을 대상으로 FGI를 실시하여, 정신장애 당사자가 정신장애로 인하여 고유하게 지니게 되는 돌봄의 본성을 살펴보았다. 정신장애인 돌봄의 특성과 함의를 도출한 결과, 첫째, 정신장애인 돌봄은 단순한 활동지원보다 더욱 복합적인 활동이다. 둘째, 정신장애인에 대한 돌봄은 대개 비가시적 활동으로 구성된다. 셋째, 정신장애인 돌봄은 자립생활 훈련의 성격을 지니기도 한다. 넷째, 정신장애인이 처해있는 사회적 환경으로 인해 추가적인 돌봄이 요구된다. 다섯째, 정신장애인 개인에 따라 일상생활능력의 차이가 현저하며 그에 따라 맞춤형 돌봄이 요구된다. 그에 따라 정책적 제언을 제시하면 첫째, 활동지원서비스에서 적용되는 서비스지원 종합조사의 인지행동특성 영역은 세부화되어야 하며, 의사소통 및 의사결정에 대한 돌봄욕구도 포함되어야 한다. 둘째, 정신장애인도 가산수당의 대상으로 포함하여 접근성을 높여야 한다. 셋째, 정신장애 특성이 반영된 신규서비스 개발이 필요하며 특히 위기서비스와 동료지원서비스 등이 돌봄서비스와 적극 연계되어야 한다. 넷째 가족지원서비스를 확충하고 가족의 돌봄 활동에 대한 공식 인정이 도입되어야 한다.

This study explored the nature of care that is unique to persons with psychosocial disabilities(PPDs), conducting FGIs with family members and care service providers who provide direct care. The specificities and implications of caring for PPDs were drawn as follows: First, Caring for PPDs is a more complex activity than simple activity assistance. Second, Caring for PPDs often consists of invisible activities. Third, Care for PPDs is often like independent living training. Fourth, PPDs require additional care due to their social environment. Fifth, There are significant differences in daily living abilities among PPDs, and customized care is required accordingly. This study suggests policy alternatives as follows: First, The cognitive behavioral characteristics section of the Comprehensive Survey for Providing Services applied to Activity Assistant Services should be elaborated and include care needs for communication and decision-making of PPDs. Second, PPDs should be included as eligible for the supplemental allowance. Third, New services that reflect the characteristics of PPDs should be developed, especially crisis services and peer support services, which should be actively linked to care services. Fourth, Family support services should be expanded and caregiving of family members should be officially recognized as social caregiving activities.
