중증장애인직업재활지원사업의 성과분석 및 개선연구

A Study on the Performance Analysis and Improvement of Vocational Rehabilitation Services for the People with Significant Disabilities

중증장애인직업재활지원사업은 직업적으로 독특한 특성을 가진 장애인들의 고용기회 제공과 직업안정 등의 직업재활서비스가 기존 체계에서는 성과를 기대하기 어렵다는 판단하에 지난 2000년 장애인고용촉진 및 직업재활법 전면 개정 이후 이용자 중심의 친화적인 지역사회 장애인복지기관에서 전문가들에 의한 체계적인 직업재활서비스를 제공하기 위하여 구축한 전달체계와 사업이다. 노동시장 진입이 어려웠던 장애인이 노동시장에 진입하기 위해서는 종합적인 직업재활서비스 및 실제 장면에서 이루어지는 직장 경험이 필요하며 이미 여러 다국적 기업들이 이 같은 시도를 통해 발달장애, 감각장애, 정신장애인들의 일자리 기회를 늘려나가면서 연대경제(Solidarity Economy)를 실천하고 있는 추세이다. 따라서, 이 연구는 중증장애인직업재활지원사업 사업에 대한 성과를 효과성과 능률성을 기준으로 평가하고 장애인고용과 관련한 국제적인 흐름과 증거기반의 연구 결과를 토대로 이 사업의 성과를 분석하고 개선방안을 제시하기 위한 연구로써, 연구방법은 중증장애인직업재활지원사업의 성과를 사업에 대한 계량(Numeric Counts)중심의 성과분석과 경제성 평가를 위한 비용/편익 분석, 각 국의 사례, 전문가 설문, FGI 등을 통해 살펴보고 이를 토대로 연구결과에서 제시된 개선방안을 요약하면 다음과 같다. 중증장애인직업재활지원사업 방향성과 목표를 상황적 요인들에 대한 체계적인 지원을 목표로 재정립할 필요가 있으며, 근거는 노동기본권임을 분명히 명시 할 필요가 있다. 또한 직업재활사업의 통합서비스 체계구축, 중증장애인직업재활지원사업 수행기관의 역할 재정립과 성과목표 전환, 한국장애인개발원의 중증장애인직업재활지원사업 정체정 재정립, 직업재활정책과 전달체계 등의 개선이 필요하다.

The Vocational Rehabilitation Support Project for the significant disabilities is a delivery system and project established by a user-friendly community welfare institution to provide systematic vocational rehabilitation services by experts since 2000 when the Employment Promotion and Vocational Rehabilitation Act for the Disabled was revised. Comprehensive vocational rehabilitation services and real-world work experience are required for disabled people who have difficulty entering the labor market, and multinational companies already practicing solidarity. Accordingly, this study evaluates the performance of the vocational rehabilitation support project for the severely disabled based on effectiveness and efficiency, analyzes the performance of the project based on international trends and evidence-based research results. It is necessary to redefine the direction and goal of the vocational rehabilitation support project for the significant disabilities with the goal of systematic support for situational factors, and it is necessary to clearly state that the basis is basic labor rights. In addition, it is necessary to establish an integrated service system for vocational rehabilitation projects, redefine the role and performance goals of institutions carrying out vocational rehabilitation support projects for the severely disabled, and improve vocational rehabilitation policies and delivery systems.
