Analysis on North Korea's Education Policy for Persons with Disabilities

연구목적: 본 연구에서는 북한 장애인교육정책을 심화 분석하며, 이를 근거로 북한의 장애인교육정책의 발전 방안을 제언해 보고자 하였다. 연구방법: 본 연구는 북한의 장애인교육정책을 Cooper 외(2004)가 제시한 교육정책 분석틀을 사용하여 규범적, 구조적, 구성적, 기술적 차원으로 분석하였다. 연구결과: 분석 결과, 북한의 장애인교육 정책의 이념은 공산주의적 혁명인재 양성과 일반적 장애정책의 이념이 동시에 나타났다. 구조는 지방정권기관이 중심이 된 맹·롱아학교 시스템과, 중앙정권기관이 중심이 된 영예군인학원 시스템이 주를 이루었다. 구성은 정책의 일차적 책임을 지방정권기관이 맡고 있었고, 장애인 당사자나 비장애인은 장애인의 권리에 대해 인식하지 못하고 있으며, 장애인교육 전문교사가 부족하였다. 기술적 측면은 맹·롱아학교와 영예군인학원을 제외하고는 실질적 정책 내용이 부족한 것으로 나타났다. 제언: 북한 장애인교육정책의 발전을 위한 방안을 제언하면, 첫째, 장애인교육정책 주요 대상자의 확충이 요구된다. 둘째, 장애인교육 전문 교사 양성 시스템이 구축되어야 한다. 셋째, 장애인 당사자와 비장애인의 장애인식이 개선되어야 한다. 넷째, 장애인교육정책 수립과 운영에 있어서 중앙정권기관의 역할과 책임이 강화되어야 한다. 다섯째, 이상의 제언이 현실화되도록 관련 법규의 보완 및 남북 교류협력이 요구된다.

Purpose: The purpose of this study is to analyse North Korea's education policy for persons with disabilities and to suggest ways to develop the policy based on the analysis. Method: This study analysed North Korea's disability education policy in terms of normative, structural, constituent, and technological dimensions using the educational policy analysis framework proposed by Cooper et al (2004). Results: North Korea's disability education policy reflects both communist revolutionary talent training and a broader disability policy approach. It is structured around blind and deaf schools, mainly overseen by local government institutions, and honor military academies under central government control. The organization lacks clarity in roles, disability awareness is low among both disabled and non-disabled individuals, and there is a shortage of specialized teachers, except in schools for the blind and honor military academies. Policy content is limited, except in specific areas. Recommendation: This study recommends five key actions: expanding the policy's reach to include more people with disabilities, establishing a dedicated system for training teachers specializing in disability education, enhancing disability awareness among both disabled and non-disabled populations, strengthening the roles and responsibilities of central government agencies in policy formulation and implementation, and augmenting relevant laws and regulations and promoting inter-Korean exchange and cooperation to facilitate these recommendations.
