거시사회복지실천 전략으로서의 복지정책 법제화 과정에 관한 근거이론 접근

A Grounded Theory Approach to the Welfare Policy Legislation Process as a Macro Social Work Practice Strategies

본 연구는 복지정책 법제화 과정 경험을 조명하고 해석함으로써 사회문제 대응 및 변화를 위한 거시사회복지실천에 관한 기초지식을 형성하는데 목적을 두었다. 연구대상은 지난 10여 년간의 복지정책 법제화 과정이며, 범위는 사회보장의 변화 및 확대를 목적으로 한 법률로 하였다. 연구참여자는 복지정책 법제화 과정에 3년 이상 참여한 경험이 있는 사회복지사 및 시민사회단체 활동가 15명이다. 연구결과 192개의 개념과 50개의 하위범주, 18개의 범주가 도출되었고, 축코딩에서 패러다임 모형에 따라 분석한 결과 현상은 ‘법제화를 통한 사회의 구조적 변화 시도’로 나왔다. 인과적 조건은 ‘구조적인 모순 인식’, ‘근본적인 변화 지향’, ‘변화의 매개자로의 역할 정립’으로, 맥락적 조건은 ‘조직 구성원 통합’, ‘문제의지속성’으로 도출되었다. 중재적 조건은 ‘정책문제의 이슈화’, ‘활동가의 역량’, ‘사회적 유대감’, ‘사회운동의 현실 인식’이다, 작용/상호작용 전략은 ‘협상력 확보를 위한 연합적 권력 형성’, ‘당사자 세력화 도모’, ‘정책결정과정 압박’, ‘기회와 위험 대처’, ‘전술의 재조정’이었다. 결과는 ‘더 큰 변화를 위한 터전 마련’, ‘지속가능한 사회변화 도모’, ‘연대의 지평 확장’으로 분석했다. 연구 결과를 통해 거시사회복지실천 전략으로서의 복지정책 법제화 과정에 관한 경험적 자료를 제시하였고, 거시사회복지실천을 위한 실천적, 정책적 방안을 제언하였다.

This study aimed to form basic knowledge on macro social work practice for responding to and changing social problems by illuminating and interpreting the experience of the welfare policy legislation process. The subject of the study is the process of welfare policy legislation over the past 10 years, and the scope of the law was aimed at changing and expanding social security. The research participants were 15 social workers and civil society group activists with more than 3 years of experience participating in the welfare policy legislation process. As a result of the study, 192 concepts, 50 subcategories, and 18 categories were derived, and as a result of analysis according to the paradigm model in axial coding, the phenomenon was found to be ‘an attempt to change the social structure through legislation.’ The causal conditions were derived as ‘recognition of structural contradictions’, ‘oriented towards fundamental change’, and ‘establishing the role as a mediator of change’, and the contextual conditions were derived as ‘integration of organizational members’ and ‘persistence of the problem’. The intervening conditions were ‘issueization of policy problems’, ‘capacity of activists’, ‘social ties’, and “recognition of the reality of social movements,” the action/interaction strategies were “building ‘coalitional power to secure bargaining power’, ‘Promote the power of the parties’, ‘pressuring the policymaking process’, ‘dealing with opportunities and risks’, and ‘readjusting tactics’, and the consequences were ‘paving the way for greater change’, ‘promoting sustainable social change’, and ‘expanding the horizon of solidarity’. Through the research results, we presented empirical data on the process of welfare policy legislation as a macro social work practice strategy and suggested practical and policy measures for macro social work practice.
