Health Diplomacy and Security Options for Preventing and Responding to the COVID-19 Pandemic

본 연구는 감염병 예방 및 대응을 위한 보건 외교·안보 방안을 알아보는데 목적을 두었다. 이를 위해 코로나19의 감염 특징과 현황, 바이러스 질환에 따른 국내·외 미래 감영병 대응 동향, 코로나 19 대한민국의 보건외교· 안보 관점에서의 대응방안을 알아 보았다. 알아본 결과, 미래감염병 예방을 위한 보건 외교·안보를 위하여 세계적인 보건 및 안보 상황은 신·변종 감염병과 생물학적 위협으로 복잡해지고 있으며, 이에 대한 대응은 기존의 전통적 접근법으로만 한정되어서는 안 된다. 미래의 불확실한 위험에 대비하기 위해 체계적이고 유연한 위기 대응 전략이 필수적이다. 이러한 대응을 위해선 4차 산업혁명의 기술을 적극적으로 활용해야 한다. 인공지능, 로봇기술, 빅데이터 등 첨단 기술은 감염병 예측과 의료 서비스 개선, 국제적인 질병 대응 네트워크 구축에 기여할 수 있다.뿐만 아니라 국제적인 협력을 강화하여 각 국가의 데이터와 정보를 공유하고 전문가 간의 연구 협력을 통해 신속한 대응 능력을 향상시켜야 한다. 마지막으로, 각 국가의 현지 여건과 의료 인프라를 고려한 효과적인 대응 전략을 수립해야 한다. 이를 통해 보건 외교와 안보 전략을 종합적으로 활용하며 국가 안정과 국제 사회의 건강한 미래를 보장할 수 있다고 사료된다.

This study aims to explore health diplomacy and security options for preventing and responding to infectious diseases. To this end, we analyzed the characteristics and current status of COVID-19 infection and the future domestic and international response to the viral disease. We examined Korea's response to COVID-19 from a health diplomacy and security perspective. As a result, we found that the global health and security situation is becoming increasingly complex with new and variant infectious diseases and biological threats, and responses should not be limited to traditional approaches to health diplomacy and security to prevent future infectious diseases. A systematic and flexible crisis response strategy is essential to prepare for the uncertain risks of the future. To do so, we must actively utilize the technologies of the Fourth Industrial Revolution. Advanced technologies such as artificial intelligence, robotics, and big data can contribute to predicting infectious diseases, improving healthcare, and building an international disease response network. In addition, international cooperation should be strengthened to share data and information between countries, and research collaboration between experts to improve rapid response capabilities. Finally, effective response strategies should be developed that take into account local conditions and healthcare infrastructure in each country. In this way, health diplomacy and security strategies can be comprehensively utilized to ensure national stability and a healthy future for the international community.
