An Analysis of Concepts and Status for the Universality and Diversity of Reading Culture Programs in Public Library

The purpose of this study was to analyze the conceptual recognition and operation status of reading culture in public libraries as an extension of the 3rd Basic Plan for the Promotion of Reading Culture, in which people recognize the value of reading and realize inclusive reading welfare through social reading. Content analysis of previous studies, literature data of domestic and foreign programs were analyzed to develop reference materials for operating universal and diverse reading programs in public libraries with public interest goals. As a result of the study, first, public libraries were defined as "libraries, corporations, organizations, and individuals established and operated by the state or local governments and superintendents for public information use, reading activities, cultural activities, and lifelong education." Second, reading culture programs in public libraries have been conducted online and offline, and user education and cultural programs have been operated. Accordingly, it was proposed to develop a program based on universality and diversity by using arts and culture education, and complex spaces.
