지역밀착형 사회복지관 성과지표 개발을 위한 핵심요인 탐색

Exploring Key Factors for Developing Community-Based Social Welfare Center Performance Indicators

2015년 이후 동중심실천에 기초한 종합사회복지관 개편이 이루어짐에 따라 지역 및 기관의특성을 반영한 지역밀착형 복지관이 확대되기 시작했다. 지역 및 기관의 특성을 반영한 지역밀착형 복지관의 확대로 인하여 다양한 형태의 사회복지관 운영 모델이 나타나고 있다. 그러나 각 모델의 적정성 및 효과성 등에 대한 세부적인 검토가 이루어지고 있지 못하고 있는 실정이다. 이에 본 연구는 지역밀착형 사회복지관 특성에 대한 검토를 통해 지역밀착형 사회복지관의 전략 수립과 성과평가에 활용될 수 있는 지표들을 통하여 실질적인 기능강화와 모델의 적용 가능성을 제고할 수 있는 방안들이 모색하는 데 목적이 있다. 특히, 지역밀착형 사회복지관 유형에 따른 핵심운영 요인들을 탐색하여 기관 운영의 전략 및 목표를 설정하는데 활용 가능한 성과지표를 제안한다. 이를 통해 사회복지현장에서 중요 기능을 담당하는 종합사회복지관의 발전적인 미래상을 제시하고자 한다.

With the reorganization of neighborhood-centered comprehensive social welfare centers after 2015, community-based welfare centers that reflected the characteristics of their region and institution expanded, resulting in the emergence of a variety of social welfare center operation models. However, a detailed review of the appropriateness and effectiveness of each model has not been conducted. Accordingly, by reviewing the characteristics of community-based social welfare centers, this study seeks ways to strengthen the practical functions and improve the applicability of such models through indicators that can be used for the strategy implementation and performance evaluation of community-based social welfare centers. In particular, we explore the core operating factors according to the type of community-based social welfare center and propose performance indicators that can be used to set strategies and goals for the organization's operations.
