Inter-Korean Forestry Cooperation focused on the SDGs

남북관계는 협력과 갈등이 반복된다. 2018년, 한반도 평화 프로세스가 전개됨에 따라 남북 간다양한 협력이 전개되었지만, 현재의 남북관계는 다시 원점으로 돌아왔다. 본 연구는 주요 연구방법으로 문헌분석을 활용하여 진행하였다. 이를 통해, 지속가능발전목표(SDGs)를 중심으로 지속가능한 남북교류협력을 위한 남북산림협력 방안을 제언한다. 2018년, 남북한은 활발한남북산림협력을 전개하였으며, 이는 대북제제 하에서도 인도적 지원을 목적으로 전개가 가능하다는 점에서, 향후 추진가능성이 높다. 본 연구는 북한 산림 및 SDGs 논의 현황을 살펴보며, 향후 남북산림협력 전개에 관한 함의를 도출하였다. 특히, 국제사회의 산림협력 논의 현황을 통해 남북산림협력 추진에서 보완이 필요한 부분을 발견하며, SDGs를 통해 산림협력에 대한 통합적 접근을 제언하였다. 이는 국제사회의 SDGs 노력과 연계하여 남북산림협력을 위한포괄적 접근법의 필요성을 강조하며, 한반도 평화 구축 및 향후 남북관계 개선 시 추진가능한협력방안에 대한 시사점을 전달한다.

Inter-Korean relations are characterized by a cycle of cooperation and conflict. In 2018, the Korean Peninsula peace process unfolded, leading to various collaborations between the two Koreas. Currently, the state of inter-Korean relations has regressed to its starting point. This study utilizes literature analysis as its primary research method and proposes a plan for sustainable inter-Korean forestry cooperation centered around the Sustainable Development Goals (SDGs). In 2018, North and South Korea actively engaged in forestry cooperation, which is significant because it was able to continue under international sanctions imposed for humanitarian purposes, indicating a high potential for future implementation. This research examines the current state of forestry and SDG discussions in North Korea and derives implications for future inter-Korean forestry cooperation. In particular, it identifies areas needing improvement in inter-Korean forestry cooperation through analyses of global forestry cooperation discussions and suggests an integrated approach to forestry cooperation through SDGs. This research emphasizes the necessity of a comprehensive approach to inter-Korean forestry cooperation, linked with global efforts on SDGs, and conveys insights into potential cooperative measures that can contribute to peacebuilding in the Korean Peninsula and the improvement of future inter-Korean relations.
