장애인연금제도가 필수재 및 장애추가비용 지출에 미치는 영향: 성향점수매칭과 이중차이분석 활용

The Impact of the Disability Pension on Essential Expenses and Disability Costs: Utilizing Propensity Score Matching (PSM) and Difference-in-Differences Analysis (DID)

본 연구의 목적은 장애인연금제도가 필수적인 생활비 부담을 완화시키는지, 그리고 고소득층 중증장애인가구와의 추가비용지출 격차를 감소시키는지를 살펴보는 것이다. 이러한 목적과 관련하여 장애인삶패널조사 1차(2018년)와 3차(2020년) 데이터를 활용하였고, 성향점수매칭과 이중차이분석을 수행하였다. 단순이중차이 분석결과, 중증장애인가구는 장애인연금 수급에도 불구하고 필수재 지출 부담 수준이 높게 나타났으며, 일부 비목에서만 긍정적 효과가 나타났다. 더불어 본 연구는 소득 계층에 따라 장애추가비용 지출 격차가 더욱 확대되는 결과를 도출함으로써 장애인연금 수급가구의 경제적 복지 수준이 낮음을 발견하였다. 한편 이중차이회귀분석 결과, 장애인연금제도의 정책적 효과는 없는 것으로 나타났다. 본 연구는 그동안 간과되어왔던 장애인연금을 수급하는 중증장애인가구의 소비지출 실태를 드러내고, 다음과 같이 정책적 제언을 하고자 한다. 먼저 장애인연금제도의 기초급여와 부가급여가 적절한 수준에서 제공되고 있는지에 대한 논의가 필요하다. 다음으로 장애인연금의 지급 대상자 범위를 확대하여 불평등을 최소화하고, 보다 공정한 지원체계를 구축하여야 할 것이다. 이와 같은 정책적 개입은 중증장애인가구의 소비를 변화시켜 경제적 복지 수준의 향상을 가져올 것으로 예상된다.

The purpose of this study is to examine the impact of disability pension on alleviating the financial burden associated with essential expenses and narrowing the gap in disability costs between high-income households with severely disabled members and others in Korea. In pursuit of these objectives, Propensity score matching (PSM) and Difference-in-Differences analysis (DID) analysis were conducted to utilize data from the disability life panel survey 1st (2018) and 3rd (2020). As a result, despite receiving disability pensions, households with severely disabled members experienced a high burden in essential expenses. Moreover, the study revealed that they faced the gap in additional disability costs based on their income class. Thus, policy interventions are required to increase the disability pension amount and extend the eligible recipients.
