한국의 비영리 공익활동 분류체계 개선 연구

A Study on the Improvement of the Nonprofit Activity Classification System in Korea

본 연구는 현재 국내에서 활용되는 여러 공익활동 분류체계의 문제를 인식하고, 한국의 비영리 공익활동 분류체계의 합리적 개선방안을 제시하기 위해 수행되었다. 연구를 위해 국내외 주요 공익활동 분류체계를 분석단위, 분류기준 및 응답규칙 측면에서 분석하고 분류체계 평가 기준에 따른 장단점을 검토했다. 본 연구에서 제안한 공익활동 분류체계는 비영리 조직 혹은 개인 수준에서 수행되는 ‘공익활동’을 분석단위로 한다. 첫 번째 필수 분류기준으로는 ‘주활동 및 서비스 분야’ (10개 항목)을 제시하였고, 두 번째 선택 분류기준으로 ‘주된 수혜 대상’ (14개 항목), ‘주된 공간적 범위’ (4개 항목), ‘주된 수행방법’ (6개 항목), ‘온라인 활동 여부’ (3개 항목), ‘공식조직연계 여부’ (2개 항목)를 제시했다. 본 연구의 분류체계는 논리적 일관성, 분류 항목간 배타성, 경제성과 풍부한 조합성 측면에서 강점이 있다.

This study was conducted to identify the problems of various public interest activity classification systems currently in use in Korea and to propose a rational improvement plan for the classification system of nonprofit public interest activities in Korea. For the research, we analyzed major domestic and international public interest activity classification systems in terms of analysis units, classification criteria, and response rules. We reviewed the advantages and disadvantages according to the classification system evaluation criteria. The public interest activity classification system proposed in this study takes 'public interest activities' performed at the level of non-profit organizations or individuals as the unit of analysis. The first essential classification criterion is the 'main activity and service area' (10 items), and the second optional classification criteria are 'main beneficiaries' (14 items), 'main spatial range' (4 items), 'main method of performance' (6 items), 'online activity status' (3 items), and 'connection with official organizations' (2 items). The classification system of this study has strengths in terms of logical consistency, exclusivity between classification items, economy, and rich combinability.
