검정형과 과정평가형 국가기술자격의 출제기준 일원화를 위한 탐색적 연구

An Exploratory Study on the Standardization of Examination-Based and Course-Based Criteria for National Technical Qualifications

이 연구는 검정형과 과정평가형 자격이 동시에 운영되고 있는 95개 자격 종목을 대상으로 검정형과 과정평가형 자격의 출제기준 일원화 방안을 탐색하고자 하였다. 이를 위하여 95개 자격 종목을 대상으로 검정형과 과정평가형 자격의 유형 간 출제기준에 활용된 능력단위의 등가성을 비교하였다. 분석 결과 첫째, 검정형 출제기준은 과정평가형 필수능력단위를 대체로 포함하고 있으나, 세부항목에서의 차이가 발생하고 있었다. 둘째, 검정형 필기시험과 달리 검정형 실기시험의 출제기준과 과정평가형에서 제시한 필수능력단위의 일치도가 상대적으로 높은 것으로 나타났다. 셋째, 자격 등급에 따라 검정형과 과정평가형 자격의 출제기준 간 차이가 확인되었으며 특히, 기사자격 등급에서는 상당한 불일치가 발생하고 있었다. 넷째, 동일 직종의 검정형과 과정평가형 자격은 대체로 일몰기간이 일치하나 일부 종목에서는 차이가 발생하고 있었다. 연구 결과를 토대로 정책 제언을 제안하였다.

This study aimed to unify examination criteria between test-based and process-based qualifications across 95 concurrent categories. Through a comparison of competency units, several key findings emerged: Test-based criteria generally included essential competencies of process-based qualifications, but with some differences. Practical exam criteria for test-based qualifications showed relatively high alignment with process-based essentials. Discrepancies varied by qualification grade, especially noticeable in technician levels. While sunset periods generally aligned, differences occurred in some categories. Policy recommendations are proposed based on these findings.
