자립준비청년의 점진적 전환주거 지원 전략 전환주거 ‘희망디딤돌사업’의 현황과 과제를 중심으로

Transitional housing strategies for Aging-out young adults in Korea Focusing on the Hope Stepping Stone Project as a transitional housing service

본 연구는 자립준비청년의 자립을 위한 다양한 주거지원 방식 중 안전하고 점진적인 성인기 전환을 가능하도록 하는 점진적 주거 전략을 검토하면서 전환주거가 가지는 중요성을 제고하는 것을 목적으로 한다. 특히 국내 전환주거 사례로 ‘희망디딤돌사업’ 사례의 현황과 과제를 통해 생애전환기에 주거취약청년을 위한 효과성이 있는 주거지원서비스의 다양성 확보와 단계적 설정의 필요성을 주장하였다. 이를 위해 먼저 우리나라 자립준비청년의 주거 상황과 지원 내용을 검토하고, 문헌검토를 통해 외국 사례를 기반으로 한 전환주거서비스 지원의 필요성을 제시하였다. 또한 국내 전환주거 사례인 ‘희망디딤돌사업’의 전환주거로서의 의미와 성과, 한계를 정리하였다. 결론에서는 자립준비청년을 위한 주거지원 로드맵을 구상해 봄으로써 주거를 중심으로 한 안정적인 자립을 가능하도록 하는 발전방안을 제시하였다.

This study reviewed transitional housing strategies that enable safe and gradual transition to adulthood, among various housing support methods for young people preparing for independence. Apropos this, we first reviewed the housing situation and support contents of young people preparing for independence, in Korea, and presented the need for transitional housing service support based on foreign cases through a literature review. In addition, the meaning and performance of the “Hope Stepping Stone Project”, as a transitional housing service was summarized. In conclusion, a development plan was presented to enable stable independence centered on housing by devising a roadmap for housing support for young people preparing for independence.
