Kingdon의 다중흐름모형을 적용한 일본의 농복연계(農福連繫) 정책 형성과정 및 시사점 분석

An Analysis of the Formation Process of Welfare-agriculture Cooperation Policy in Japan and Implications using Kingdon’s Multiple Stream Model

이 연구는 Kingdon의 다중흐름모형을 적용하여 일본의 농복연계(農福連繫) 정책의 형성 과정과 시사점을 분석하기 위한 목적으로 수행되었다. Kingdon에 의하면 정책형성은 문제의 흐름과 정치의 흐름 그리고 정책대안의 흐름이 결합 된 결과이며, 이 세 가지 흐름이 결합될 때 정책의 창이 열리게 된다. 이때 정책 선도자는 자신이 선호하는 대안이 정책으로 채택 되도록 노력한다. 이 연구에서는 일본의 농복연계 정책 형성과정에서 문제의 흐름과 정치의 흐름, 정책대안의 흐름은 어떠하였는지, 정책의 창에서 어떤 정책 선도자 주된 역할을 하였는지, 정책 도입 이후 최신 동향은 어떠한지 분석하였다. 분석결과 농업 종사자 감소, 장애인 인구 증가 및 고용 문제의 대두, 저출산·고령화의 지속으로 인한 인력 감소 및 경기침체에 대응하고자 장애인의 농업 부문 활약에 대한 노력이 기업과 학계, 법·제도 및 사회적 농업실천 농장을 중심으로 이뤄져 왔다. 이후 아베 내각의 주도로 중앙정부 차원에서 농복연계정책 추진이 시작되었음을 확인할 수 있었다. 이러한 분석을 통해 농복연계 정책 형성과정의 메커니즘을 밝히고 우리나라의 장애인 고용을 위한 사회적 농업 정책 발전을 위한 시사점을 제시하였다.

The purpose of this study was to analyze the formation process of Japan's Welfare-agriculture cooperation policy and it’s implications by using Kingdon's multiple streams frameworks. According to Kingdon, policy formation is described as the result from the convergence of the three streams: problem, policy and politics streams. And when these three streams converge, a policy window opens. At this point, policy entrepreneurs try to ensure that their preferred alternative is adopted as policy. This study analyzed the flow of problems, politics, and policy streams in the formation of Japan's agricultural welfare policy, which policy entrepreneurs played the main role in the policy window, and the latest trends since the policy was introduced. The analysis revealed that efforts has existed to promote the participation of people with disabilities in agriculture have been centered on businesses, academia, laws and regulations and social farms in response to the decline in the number of agricultural workers, the growing population of people with disabilities and their employment issues, the decline in the workforce due to the continued decline in the birthrate and aging population, and the economic downturn. Since then, it has been confirmed that the Abe Cabinet has taken the lead in promoting the central government's welfare-agriculture cooperation policy. This analysis sheds light on the mechanisms behind the formation of agriculture and welfare policies and provides implications for the development of social farming policy for the employment of people with disabilities in Korea.
