The Establishment and Authority Adjustment of Beiping Public Security Bureau in the Era of the Nanjing Nationalist Government

남경국민정부시기 북경 경찰은 북평시정부에 ‘公安局’으로 직속되어 도시 치안을 전문적으로 담당하는 부서가 되었다. 이로써 북경 경찰은 직권과 위상이 축소되는 대신 업무의 전문화를 도모하게 되었다. 본고는 당시 공안국의 핵심적인 의제였던 전문화를 실현하는 데에 전제조건이 되는 권한 조정의 과정과 결과를 성과와 한계라는 시각에서 살펴봄으로써 그 전문화의 실상을 규명해보았다. 우선 Ⅱ장에서는 시정부 체제에서 공안국 권한의 변천 과정을 다른 부서들과의 관계 속에서 설명하였다. 다음으로 Ⅲ장에서는 이전 경사경찰청과 비교하여 공안국의 조직체계가 어떻게 지속되고 변화되었는가를 살펴보았다. 마지막 Ⅳ장에서는 권한 조정이 이행된 결과를 성과와 한계라는 관점에서 규명하였다.공안국은 경사경찰청이 행사하였던 상당한 권한을 시정부의 다른 부서들에 이전하였다. 권한의 조정 과정은 평탄하지만은 않았다. 특히 권한 조정의 과정에서 가장 핵심적인 현안 중의 하나였던 공안국 경비를 재정국에 통합시키는 일은 난항을 겪었다. 결국 이 현안은 공안국의 강한 반발로 말미암아 형식적으로 재정국의 요구를 수용하는 차원에서 막을 내렸다. 비록 권한은 이전되었지만, 공안국은 단속을 통해 여전히 개별 업무에 연관되어 있었고 또 개입할 수 있었다. 신생 부서들은 대부분 아직 독립적으로 업무를 처리할 수 있는 인적ㆍ물적 토대가 갖춰지지 않은 상태였다. 따라서 공안국의 지원없이는 자신의 업무를 제대로 처리하기 어려웠다. 이러한 상황에서 공안국은 여전히 도시행정 전반에 직간접적으로 연계되었다.

In the era of the Nanjing Nationalist Government, the Peking Police became a department directly under the Northern Peking Municipal Government as the “Public Security Bureau” and specialized in urban policing. This led to a reduction in the authority and status of the Peking Police, but also to the upgrading and specialization of its work. This study examines the process of authority adjustment, which was a prerequisite for the realization of specialization, which was a key agenda of the Public Security Bureau at the time, from the perspective of its achievements and limitations. Chapter II first describes the process of authority adjustment of the Public Security Bureau in the municipal system in relation to other departments. Next, Chapter III examines how the organizational structure of the Public Security Bureau was sustained and changed compared to its predecessor, the Peking Police Department. Finally, Chapter IV analyzes the results of the implementation of the authority adjustment in terms of achievements and limitations. The Public Security Bureau has transferred significant powers that were previously exercised by the Peking Police Department to other departments of the municipal government. The process of authority adjustment was not a smooth one. One of the key issues in this process was the integration of the Public Security Bureau’s expenses into the Finance Bureau. However, due to strong opposition from the Public Security Bureau, this issue ended in a formal acceptance of the demands of the Finance Bureau. Although the authority was transferred, the Public Security Bureau was still involved in and could intervene in individual affairs through crackdown. Most of the new departments did not yet have the human and material foundations to operate independently, so they were unable to properly manage their own affairs without the support of the Public Security Bureau. In this situation, the Public Security Bureau was still directly or indirectly linked to the entire city administration.
