지방교육자치 추진 방향과 과제에 관한 전문가 인식 분석

An Analysis of the Perception of Experts on the Direction and Tasks of Local Educational Autonomy

이 연구는 지방교육자치 추진 과정에서 이를 경험한 현장과 학계 전문가를 대상으로 하여, 지방교육자치의 현황 진단을 토대로 향후 방향, 추진 과제를 도출하는 것을 목적으로 하였다. 이를 위해, 교육부, 교육청, 지방자치단체, 학교, 학계 전문가 총 45명을 대상으로 전문가 델파이 조사를 실시하고 그 결과를 분석하였다. 연구 결과, 지방교육자치의 추진 방향으로는 ‘학교자치 보장 및 지원’이 가장 많았고, 다음으로 지자체와의 거버넌스 구축, 중앙정부의 핵심 역할 위주의 수행 등을 중요하게 보는 것으로 나타났다. 추진 과제로는 제도적, 문화적, 역할 및 업무의 3가지 영역에서 총 12개 과제가 도출되었다. 그 중 중요도와 시급성이 모두 높은 최우선 과제로는 제도적 측면에서 ‘교육부-시·도교육청 간 권한 배분 및 사무 이양’, ‘법령 및 조례 제‧개정’, ‘지방교육재정의안정적 확보 및 자율성 확대’, 문화적 측면에서 ‘지방교육자치에 대한 사회적 합의 및 개선’, 역할 및 업무 측면에서 ‘단위학교 학교 자치 활성화’인 것으로 분석되었다. 이러한 연구 결과는 지방교육자치의 방향을 실질적인 교육이 이루어지는 단위인 학교의 자율화와 자치에 두고, 지방교육행정기관이 이를 지원하는 기관으로서 그 역할을 재정립하고 행정 문화를 혁신해야 한다는 점을 보여준다. 또한 현재 중앙정부와 시도 간 권한 이양이 이루어지고 있으나, 지방교육자치에 대한 사회적 합의나 공감대 형성 등의 인식 개선을 바탕으로 한 보다 근본적인 변화가 선행되어야 함을 시사한다.

This study aims to identify future directions and tasks by assessing the current state of local educational autonomy. The target participants were field and academic experts who have experience in promoting local educational autonomy. A total of 45 experts from various organizations including the Ministry of Education, the Office of Education, local governments, schools, and academia were surveyed, and the collected data was analyzed. The study revealed that ensuring and supporting school autonomy is the key element of local educational autonomy. Following this, establishing governance with local governments and fulfilling the core roles of the central government were identified as crucial. A total of 12 tasks were categorized into institutional, cultural, and role and work areas. Among these tasks, top priorities included redistributing authority and responsibilities between the Ministry of Education and the Metropolitan Office of Education at the institutional level, enacting and amending laws and ordinances, ensuring stable local education finances and enhancing autonomy, fostering social consensus and enhancing local educational autonomy culturally, and promoting unit school autonomy in terms of roles and tasks. These findings suggest that the direction of local educational autonomy should prioritize the autonomy of individual schools, which serve as the primary units for practical education. In addition, it is proposed that local educational administrative agencies need to redefine their role as supportive entities that foster innovation in administrative culture. While there is an ongoing shift of authority from the central government to local municipalities, it is argued that more profound changes should be preceded by efforts to enhance public awareness and consensus on the significance of local educational autonomy.
