토픽 모델링을 활용한 시도교육청 정책연구 동향 분석: 교육정책연구소 연구를 중심으로

지역에서 교육정책과 지역 맞춤형 정책 개발의 중요성이 부상함에 따라, 2011년부터 시도교육청에서 교육정책연구소가 설립되기 시작하고, 정책연구가 활발하게 이루어지고 있다. 이 연구는 2015년부터 2022년까지 이루어진 시도교육청 정책연구를 종합적으로 파악하고자 하였다. 이를 위하여 시도교육청의 정책연구 제목을 수집하고, 토픽 모델링을 적용하여 전체적으로 그리고 교육감 임기와 지역에 따라 분석하였다. 주요 연구 결과는 다음과 같다. 첫째, 민선교육감 2기(2015~2018)와 3기(2019~2022)에 모두 연구, 교육, 방안, 학교, 분석, 학생, 운영, 과정, 중심, 개발, 실태, 활성화, 시·군·구, 정책, 개선, 혁신이 높은 빈도로 나타났다. 둘째, 민선교육감 2기와 비교할 때, 3기에는 지원, 미래, 기초 등 단어의 중요도가 상승하였으며, 민선교육감 3기에는 모델, 구축, 탐색, 기반, 종단, 학력, 자치, 강화, 센터, 적용, 과제, 코로나, 환경, 연계, 마을 등 단어들이 새로 등장하였다. 셋째, 토픽 모델링 분석 결과, 민선교육감 시기에 따라 도출된 토픽 양상이 다른 동시에, 모든 시기에 공통적으로 나타난 토픽이 존재하며, 지역에 따라 토픽 양상이 다른 것으로 확인하였다. 민선교육감 2기와 3기에 각각 5개 토픽이 도출되었고, 민선교육감 2기에 시지역 6개, 도지역 5개 토픽이, 민선교육감 3기 시지역과 도지역에 각각 5개 토픽이 도출되었다. 특히 ‘미래교육’은 민선교육감 3기와 도지역에서 중요하게 나타났다.

As the importance of education policy and regional policy development has emerged in the region, education policy research institutes have begun to be established in the metropolitan and provincial offices of education in 2011, and policy research has been actively conducted. This study attempted to comprehensively grasp the policy researches of the metropolitan and provincial offices of education conducted from 2015 to 2022. To this end, the policy research title of the metropolitan and provincial offices of education was collected, and topic modeling was applied to analyze it overall and according to the term and region of the superintendent of education. The main findings are as follows. First, words such as research, education, plan, school, analysis, student, operation, process, center, development, activation, policy, improvement, and innovation appeared frequently in both the second and third terms of the elected superintendent. Second, compared to the second term of the elected superintendent, the importance of words such as support, future, basis increased in the third term. In the third term of the elected superintendent, words such as model, construction, exploration, base, termination, education, autonomy, reinforcement, center, application, task, corona, environment, connection, and village appeared more than 40 times in frequency. Third, as a result of topic modeling analysis, it was confirmed that the topic patterns derived according to the period of the elected superintendent of education were different, and at the same time, there were topics that appeared in common at all times, and that the topic patterns were different depending on the office of education. Five topics were derived respectively in the second and third terms of the elected superintendent. In the second term of the elected superintendent, six topics were derived from the metropolitan offices of education and five topics were derived from the provincial offices of education. In the third term of the elected superintendent, five topics were derived respectively from the metropolitan and provincial offices of education. In particular, 'future education' was important in the third term of the elected superintendent of education and in the provincial offices of education.
