학령인구 감소시대 학교규모 정책의 쟁점과 과제

A study of issue and task of School Size Policy due to decrease school-age population

본 연구에서는 본격적인 학령인구 감소시대를 맞이하고 있는 작금의 상황에서 ‘학교규모’에 대한 정책 방향을 논의하고 제시하는 데 목적이 있다. 먼저, 학교규모 정책과 관련하여 관계 법령 검토 및 그동안 정부와 지방자치단체에서 추진해 왔던 학교규모 적정화 정책을 세 가지로 구분하여 검토하였다. 이어, 국가수준에서 학교규모 정책 수립에 앞서 검토되어야 할 국가수준의 적정한 학교규모에 대한 법적 기준, 학교규모 결정 기준 및 학교규모 결정 요인 등 주요 쟁점을 검토하였다. 결론에서 보다 구체적으로 언급되겠지만, 적정한 학교규모는 교육계만의 정책적 대응으로 해결되기 어렵기 때문에 사회·인구정책과 밀접한 관련을 맺을 수밖에 없다. 이 과정에서 교육계 내부와 교육계 외부의 학교규모에 대한 시각 차이가 드러날 수도 있고, 이와 같은 시각 차이는 학교규모 정책에 대한 합의를 이끌어 내기 어려운 구조적 맥락으로 파악될 수 있다는 점도 주목할 필요가 있다. 향후, 학교규모에 대한 정책 수립에 있어 검토되어야 할 과제로 지난 2022년 7월 공식적으로 출범한 국가교육위원회의 국가교육중장기발전계획에서 학교규모에 대한 중장기적 관점의 계획수립이 필요하며, 학교규모에 탄력적으로 대응이 가능한 지역교육지원청의 역할, 기초자치단체와 지역교육지원청과 연계·협력 등 세 가지 사항에 대하여 제안하였다.

The purpose of this study is to discuss the policy direction for 'school size' in South Korea, which is facing an era of a decline in the school-age population. First, in relation to the school-scale policy, the policy of consolidation and abolition of small-scale schools, the policy of fostering small-scale schools, and the common school district system, which have been promoted by the government and local governments, were reviewed. Such school size policies have been implemented for the purpose of creating conditions to optimize the school size and guarantee students' right to learn. Along with the review of such policies, three things were reviewed as prerequisites for establishing school size policies in the era of a decrease in the school-age population: legal standards for appropriate school size at the national level, standards for determining school size, and factors for determining school size. In conclusion, the appropriate school size is inevitably closely related to local community and population policies because it is difficult to solve the problem only with the educational community's policy. Especially, the difference in perspective on the size of schools inside and outside the education world is clearly revealed, and it is also worth noting that such differences in perspective may function as a structural context that is difficult to reach some kind of policy agreement. In the future policy direction, the National Education Commission(NEC in South Korea) mid-to long-term development plan for school size, which was officially launched in July 2022, proposes a system that can respond flexibly to local issues, including school size, at the level of basic municipalities, such as linkage and cooperation between local education support offices and basic local governments.
