연합대학의 개념과 성공 요인에 대한 연구

A Study on the Concept and Success Factors of Alliance Universities

본 연구는 새로운 대학 혁신 모델로 대두된 연합대학의 등장 배경을 탐색하고, 연합대학의 개념과 주요 구성 요소를 규명함으로써 연합대학에 대한 이해를 높이는 것을 목적으로 한다. 아울러, 본 연구는 한국 대학 맥락에서 연합대학이 성공을 거두기 위해 요구되는 대학 차원의 노력과 정부 차원의 정책적･제도적 지원 방안을 제시하였다. 이를 위해 포괄적 문헌 분석과 정책흐름모형 분석, 전문가 FGI를 실시하였다. 연구 결과는 다음과 같다. 첫째, 본 연구는 연합대학을 ‘두 개 이상의 대학이 공동의 목표를 위해 단일 의사결정 체제를 만들어 폭넓게 협력하는 체제’로 정의하였다. 둘째, 정책흐름모형을 활용하여 연합대학 의제 형성과정을 분석한 결과, 문제의 흐름과 정치 흐름, 정책대안흐름이 ‘2024 글로컬대학30’을 계기로 결합하여 연합대학이라는 정책 아젠다가 형성된 것으로 나타났다. 셋째, 연합대학 구축 및 운영을 위한 성공 요인으로 ‘연합대학으로서의 비전과 브랜드 정립’, ‘연합대학 거버넌스의 영향력과 참여대학의 자율성 범위 설정 및 제도화’, ‘참여대학의 특성화 전략 수립’, ‘구성원의 참여와 소통에 따른 공감대 형성’ 등을 제시하였다. 이를 토대로 연합대학에 대한 학술적, 실천적 시사점을 제시하였다.

This study aims to explore the emergence of alliance universities as a new model of university innovation and to enhance understanding of their concepts and key components. Additionally, it examines university-level efforts and governmental policies necessary for their success within the Korean context. To achieve these goals, comprehensive literature analysis, policy process analysis, and expert focus group interviews were conducted. The research findings are as follows. First, alliance universities are defined as a system where two or more universities establish a single decision-making body to collaborate extensively toward common goals. Second, analysis using the policy process model revealed the convergence of problem flows, political flows, and policy alternative flows around the policy agenda of alliance universities, particularly triggered by the “2024 Glocal University 30 project” initiative. Third, success factors for the establishment and operation of alliance universities include: establishing a vision and branding, governance influence and autonomy scope setting, formulation of specialization strategies, and fostering consensus through member participation and communication. The study concludes with academic and practical implications for alliance universities.
