디지털 전환 등 서비스 산업의 변화가 나타나고 향후 전 유형의 서비스업종에서 취업자가 증가할 것으로 전망되고 있다. 이에 고부가가치 산업으로의 도약과 함께 서비스업의 경쟁력 확보를 위한 서비스 인증 및 표준화는 필수적이다. 기존의 연구는 특정 서비스 분야 활성화를 위한 인증 및 표준화 전략에 관한 연구가 많았으며 서비스 산업 전반에 걸친 연구는 부족한 실정이다. 따라서 본 연구는 국내 서비스 산업의 경쟁력 확보를 위해서 AHP와 IPA 분석을 사용하여 국내 서비스 표준화 전략의 중요도 및 우선순위를 도출하고자 하였다. 분석에 앞서 먼저 서비스 표준, 국내 서비스 산업 현황, 국내 서비스 표준 현황, 그리고 국제 서비스 표준 현황에 대해 살펴보았다. 문헌 연구를 통해서 AHP 분석을 위한 순수 서비스 표준, 서비스 제공 인프라 표준화, 서비스 적용 가능한 경영 서비스 표준화의 3가지 대분류와 물류 및 유통, 금융, 안전, 기반IT, 교육, 통신, 관광, 환경의 8대 중분류로 구분하였다. 본 연구의 100대 핵심 서비스 표준 전략 분석 결과 ‘사회안전 서비스’와 ‘유망 서비스’ 분야의 표준 개발이 우선순위가 높은 것으로 평가되었다. AHP 분석 결과 ‘서비스 제공 인프라 표준화’ 중 ‘안전’이 가장 중요하고 시급한 것으로 나타나 서비스 산업에서 안전이 최우선 고려사항임을 반영하며, 서비스 표준화 전략을 수립할 때 안전 관련 표준을 최우선으로 고려해야 함을 시사한다. 본 연구는 국내 서비스 산업의 발전과 인증 발전을 위해 국내 서비스 산업의 문제점, 서비스 산업의 변화 및 전망을 반영하여 정책에 대한 우선순위를 제시하여 서비스 전략을 도출하기 위한 기초 자료로 사용될 것으로 기대한다.

The service industry is undergoing changes such as digital transformation, and it is expected that the number of employees in all types of service industries will increase in the future. Therefore, service certification and standardization is essential to secure the competitiveness of the domestic service industry along with the leap to high-value-added industries. Existing research has focused on certification and standardization strategies to revitalize specific service sectors, but there is a lack of research on the service industry as a whole. Therefore, this study aims to develop the importance and priority of domestic service standardization strategies using AHP and IPA analysis to secure the competitiveness of the domestic service industry. Prior to the analysis, we first reviewed service standards, the current status of the domestic service industry, the current status of domestic service standards, and the current status of international service standards. Through the literature study, three large categories (pure service standards, service delivery infrastructure standardization, and service-applicable management service standardization) and eight medium categories (logistics and distribution, finance, safety, basic IT, education, telecommunications, tourism, and environment) were identified for AHP analysis. The analysis result of the 100 core service standards strategy showed that the development of standards in the fields of ‘social safety services’ and ‘promising services’ was evaluated as a high priority. The AHP analysis shows that ‘safety’ is the most important and urgent among ‘service delivery infrastructure standardization’, reflecting that safety is a top consideration in the service industry, suggesting that safety-related standards should be given top priority when establishing service standardization strategies. This study is expected to be used as a basis for the development of the domestic service industry and the development of certification by suggesting priorities for policies that reflect the problems of the domestic service industry, changes in the service industry, and prospects for the service industry, and to derive service strategies.
