시군 지역사회보장협의체 민관협력 활성화를 위한 탐색적 연구 : 충청남도 협의체 위원의 경험을 중심으로

An exploratory study to revitalize public-private cooperation in city-county community security councils : Focusing on the experiences of members of the Chungcheongnam-do council

본 연구는 시군 지역사회보장협의체 관계자들이 경험하고 있는 민관협력의 내용을 파악한 후, 민관협력을 활성화하기 위한 지원 방안을 마련하는 것을 목적으로 하고 있다. 본 연구를 위해 충청남도 시군 지역사회보장협의체 관계자 26명을 대상으로 전문가 인터뷰를 실시하였다. 전문가 인터뷰는 주제분석(Thematic Analysis)을 사용해 분석하였고, 4개 범주와 15개 하위범주, 38개 의미단위를 도출하였다. 분석 결과 지역사회보장협의체 민관협력의 토대는 협의체의 성장, 공공의 수평적 인식, 공공과 민간 소통체계 확립, 협의체 위원과 사무국의 역량이 도출되었다. 민관협력 성과로는 거버넌스 조직으로 자리매김, 지역 내 사회보장 정책에 기여하는 것 등이 도출되었으며, 장애물로는 공공부문의 업무분절, 협의체 위원의 전문성 부족, 예산과 인력부족 등이 도출되었다. 민관협력 강화를 위한 지원으로는 협의체 위원과 사무국의 전문성 강화, 예산 지원 및 인력충원, 시도 차원의 지원 기구 마련 등이 제시되었다. 본 연구에서는 이러한 연구 결과를 토대로 시도 차원의 사무국 마련, 민관협력 사업 지원, 사무국 인력 충원 및 예산 지원, 시군 지원 컨설팅단 구축, 기초지방자치단체장 주관 연례회와 같은 정책적 제언을 제시하였다.

The purpose of this study is to understand the content of public-private cooperation experienced by city-county community security council officials and to develop support measures to revitalize public-private cooperation through this. For this study, expert interviews were conducted with 26 officials from the local social security councils in Chungcheongnam-do. The expert interviews were analyzed using thematic analysis, and 4 categories, 15 subcategories, and 38 meaning units were derived. As a result of the analysis, the foundation for public-private cooperation in the local social security council was derived from the growth of the council, horizontal public awareness, establishment of a public-private communication system, and the capabilities of council members and the secretariat. Achievements of public-private cooperation were identified as establishing itself as a governance organization and contributing to social security policies in the region, while obstacles included division of work in the public sector, lack of expertise of council members. Support for strengthening public-private cooperation was suggested, providing budget support and staffing, and establishing support organizations at the city/province level. This study presented six policy recommendations based on these research results.
