고등교육기관의 사회적 책무성과 역량강화 관리

Management of social accountability and capacity enhancement in higher education institutions

산업 성장기의 대학은 전문지식을 제공하는 교육기관으로서 교육·연구·봉사의 책무성으로 학문의 수월성과 교육의 질 향상을 추구해 왔다. 그러나 AI 기반의 4차산업 사회에 당면하여 대학이 국가발전과 지역사회 성장을 견인하는 공공기관으로 인식되면서 산·학 연구성과 향상과 지역사회가 요구하는 지식 창출, 인적자원 육성 및 공급으로 지역사회 성장과 발전의 견인역할을 요청받고 있다. 이를 실현하기 위해서는 대학의 사회적 책무성 확립과 역량강화에 의한 지역사회 성장성 견인방법의 확립이 필요하다. 이에 본 연구는 대학의 사회적 책무성 강화에 수반되는 교육목표, 교육 권한의 확장, 사회적 책임, 성취도 향상, 사회 활용성, 교원의 연구 자립, 국가와 산업의 인력 수요 및 인재육성 방법, 지역사회 발전을 견인하는 산·학 공동연구 과제, 지역사회와 동반성장을 지향하는 대학 경쟁력과 글로벌화 및 지속가능 성장성 역할을 연구한다. 이를 통해 대학교육 성과의 사회적 확산과 공적 기능 다각화 방향, 국가와 지역사회에 대한 대학의 사회적 책무성 강화 방법에 대한 시사점을 제시한다.

During periods of industrial growth, universities have pursued the improvement of academic proficiency and the enhancement of educational quality through their responsibilities in education, research, and service provision as educational institutions providing specialized knowledge. However, with the advent of the AI-based Fourth Industrial Revolution, universities are increasingly perceived as public institutions driving national development and local community growth. Consequently, they are being required to play a pivotal role of regional development and growth by enhancing industry-academia research performance, creating knowledge demanded by local communities, and developing human resources. To realize this, it is necessary to establish the social accountability of universities and to enhance their capacity, thereby developing methods to drive regional community growth. This study researches the enhancement of social accountability in universities, including educational objectives, expansion of educational authority, social responsibility, improvement of achievement, social utility, research autonomy of faculty, methods for meeting the demand for human resource development in collaboration with the nation and industry, joint research projects between academia and industry to drive local community development, university competitiveness aimed at symbiotic growth with local communities, and the role of globalization and sustainable growth. Through this, it provides implications for the societal diffusion of university education performances and the diversification of its public functions, as well as insights into methods for enhancing the social accountability of universities towards the nation and local communities.
