한국의 대(對)아프리카 신(新)공공외교 연구: 교육을 중심으로

A Study of Korea's New Public Diplomacy in Africa: Focusing on Education

최근 공공외교(Public Diplomacy)의 개념이 강조되고 있다. 그러므로 교육과 관련된 공공외교 활동에서 그동안 중요지역으로 다루어지지 않았던 아프리카를 중점적으로 살펴보았다. 본 연구는 새로운 공공외교의 외연 확장과 관련되어 한국학중앙연구원과 지방자치단체가 실행하는 신공공외교 현황을 분석하였다. 한국학중앙연구원의 경우, 교육협력 사업이 한 지역에 편중되어 있거나 일회성 사업인 경우가 많았다. 한국의 지방자치단체와 아프리카 간 교육 협력 사례의 수도 매우 적은 것으로 나타났다. 공공외교에 있어 교육의 중요성이 강조되고 여러 행위자들의 참여가 증대되고 있으므로 더욱 적극적인 공공외교 차원의 교류협력이 이루어질 수 있도록 하여야 한다. 다양한 행위자들은 아프리카 국가들을 대상으로 한 사업을 적극적으로 추진할 필요가 있다. 이는 곧 한국의 공공외교 자원을 확보하고 이를 통해 아프리카 국가들과의 관계 발전을 도모할 기회로 작용할 수 있기 때문이다.

Recently, there has been a growing emphasis on the concept of Public Diplomacy. Therefore, this study takes a closer look at Africa, a region that hasn't traditionally been in the spotlight regarding educational public diplomacy. The study analyzed the current state of New Public Diplomacy as practiced by the Academy of Korean Studies and local governments in relation to the outward expansion of public diplomacy. Regarding the Academy of Korean Studies, it was found that many educational cooperation projects tended to be concentrated in specific regions or were one-off endeavors. Additionally, there was a noticeable scarcity of instances showcasing educational cooperation between Korean local governments and Africa. With the increasing recognition of education's pivotal role in public diplomacy and the rising involvement of diverse stakeholders, there's a pressing need for more proactive collaboration and exchange within the realm of public diplomacy. Various actors should actively pursue initiatives aimed at African nations. This not only presents an opportunity to harness Korea's public diplomacy resources but also serves as a catalyst for fostering enhanced relations with African countries.
