지역사회보장협의체 사회적 자본과 협력적 거버넌스 사례

Social Capital and Cooperative Governance Case of the Community Security Council

본 연구는 광주광역시 서구 P지역사회보장협의체의 공공위원과 민간위원을 대상으로 직접 현장 활동에 참여한 경험과 우수사례를 중심으로 초점집단인터뷰(FGI)한 내용을 사회적 자본과 협력적 거버넌스 사례 중심으로 수집·분석하고자 하였다. 이에 P지역사회보장협의체에 소속되어 사례와 관련된 활동에 직접 참여하고 있는 민간위원장, 부위원장, 실무 분과장, 사무국 위원 등 임원진들의 초점집단인터뷰(FGI)를 통하여 일련의 결론을 도출하였다. 본 연구는 지역사회보장협의체 위원들 간 업무 협력 수준이나 공동의사결정 수준을 강화하여 지역사회보장협의체가 협력적 거버넌스 차원에서 지역사회 내 다른 조직과의 네트워크를 구축하여 공동사업을 진행하고 공동 목표의식 함양, 책임감 공유, 규범과 규칙의 준수 등 조직 간의 네트워크 구축을 위함이다. 지역사회보장협의체에 참여한 지역공동체 의식과 연관된 사회적 유대와 소통을 강화하는 것이 중요하다고 할 수 있다. 이를 위해 지역사회보장협의체 위원들의 지역사회 애착과 지역사회 관심을 확대하고 그들을 협력적 거버넌스의 적극적 참여자로 끌어내는 방안이 요구된다.

Focusing on the experiences and best practices of direct participation in field activities for public and private members of the P Community Security Council in Seo-gu, Gwangju, this study attempted to collect and analyze the contents of the focus group interview (FGI), focusing on social capital and cooperative governance cases. Accordingly, a series of conclusions were drawn through focus group interviews (FGI) with executives who belong to the P Community Security Council and are directly participating in case-related activities. This study aims to strengthen the level of work cooperation or joint decision-making among members of the community security council to carry out joint projects by establishing a network with other organizations in the community in terms of cooperative governance, and to establish a network between organizations such as cultivating a sense of common goals, sharing responsibility, and complying with norms and rules. It can be said that it is important to strengthen social ties and communication related to the sense of community participating in the community security council. To this end, it is required to expand the attachment and interest of members of the community of the community security council to the community and draw them as active participants in cooperative governance.
