Tasks and Solutions on the Integration Process of Child Education and Child Care for Implementing the Compulsory Education of Preschoolers with Disabilities

연구 목적: 「장애인 등에 대한 특수교육법」상의 의무교육 대상인 3세 이상 취학 전 장애아동의 의무교육 을 보장하기 위해서 유보통합 과정에서 어떠한 내용이 제기되고 협의되어야 하는지를 제시하였다. 연구 방법: 선행연구와 교재를 정리 요약하는 문헌연구를 수행하였다. 연구 내용: 첫째, 유보통합 과정에서 취학 전 장애아동 관련 법령들이 먼저 검토되어야 하며, 유보통합의 근거가 되는 어린이집과 유치원에서의 취학 전 장애아동 보육과 교육 기관 재원 수는 저 출산에도 불구하 고 두 곳에서 매년 증가하는 추세를 보였다. 이들의 많은 비율은 유보통합의 주요 대상인 일반 보육 및 교육기관에 배치되어 있었다. 둘째, 유보통합의 진행 내용 별로 정부 운영 체계, 유아교육기관 운영, 인력 양성 및 관리 면에서 유보통합 관련 취학 전 장애아동 관련 대처 방안을 비교한 결과, 특수교육이라는 유 아교육 및 보육과 다른 시각을 반영할 필요가 제기되었다. 셋째, 유보통합에서 취학 전 장애아동의 의무교 육 수행을 위해서 보육과 교육 분야에서 최소한 해결해야 하는 7가지 주요 과제와 대처 방안을 제시하였 다. 결론 및 제언: 취학 전 장애아동에게도 동등한 의무교육을 시행하고 차별 없는 시작이 이루어질 수 있도 록 보장하기 위한 방안들이 논의되었다.

Abstract: Purpose: This study investigated what contents should be suggested and discussed on the integration process of child education and child care for implementing compulsory education for preschoolers with disabilities above 3 years based on the 「Special Education Laws for Persons with Disabilities and Others」. Method: This study examined the researches and literatures on the related themes. Results: First, the laws about the preschoolers with disabilities must be inspected before the integration process of child education and child care. Present data showed that preschoolers with disabilities increased in both kindergartens and child care and education centers in spite of low birth rate. And the most of them were enrolled in inclusive settings. Second, 3 areas on the integration process of child education and child care- management system of nation, preschool institution, and personnel training and supervision- were compared. It stressed that special education perspectives different from child education and child care should be considered. Third, 7 selected tasks and their solutions were discussed on the integration process of child education and child care for implementing compulsory education for preschoolers with disabilities at the minimum. Conclusion: Based on the results, the ways to integrate child education and child care appropriately and to start equally at first suggested.
