근로지원인 제도의 효율적 지원체계 연구

Research on the Efficient Support System of the Worker Support System

근로지원인 서비스 제도는 중증장애인 근로자가 담당업무를 수행하는 능력을 갖추었으나 장애로 인하여 업무를 수행하는 데에 어려움을 겪는 경우 근로지원인의 도움을 받아 업무를 수행할 수 있도록 지원하는 것이 목적이다. 최근에는 매년 근로지원인 예산규모가 크게 증가했으나 현장수요도 지속적으로 증가하는 추세이다. 따라서 한정된 예산으로 보다 많은 중증장애인이 혜택을 받을 수 있도록 하는 지원체계 개선 등의 효율적 지원방안 마련이 필요하다. 본 연구에서는 FGI 분석방법을 통해 근로지원 서비스의 효율적 지원을 위한 합리적 지원체계 개선방안을 제시하였다. FGI 대상은 정책관계자, 근로지원인 및 장애인근로자로 구성하였다. 본 연구결과로는 향후 근로지원인 제도의 효울적 운영을 위해서는 제3유형인 발달장애 지원개선, 동시 근로지원체계 마련, 부수적 업무 정의 명확화, 근로지원인 전문성 강화 등의 정책적 개선점을 도출하였다.

The purpose of the worker support system is to support severely disabled workers with difficulties caused by their disabilities when performing their work. Recently, the annual work support budget has increased significantly. However, demand is also continuously increasing. Therefore, it is necessary to prepare efficient support measures, such as improving the support system, so that more people with severe disabilities can benefit from limited budgets. In this study, a rational support system improvement plan for efficient support of labor support services was presented through the FGI analysis method.
