지역사회 청소년을 위한 지역교육협력 사례연구: 춘천시 ‘맡겨놓은 카페’를 중심으로

A case study on Local Education Cooperation for youth in the community: Focusing on ‘Suspended coffee for the youth in Chuncheon City’

본 연구는 2022년~2024년 동안 춘천에서 운영되고 있는 ‘맡겨놓은 카페’ 실천 사례를 분석하고 그 의미를 탐색하는 것을 목적으로 한다. ‘맡겨놓은 카페’는 지역민들이 지역 카페에 음료 쿠폰을 기부하고 청소년은 언제나 무료로 음료를 마시며 카페를 이용하도록 하는 일명, ‘지역 청소년 환대 프로젝트’이다. 이를 위해 교육청(춘천교육지원청)-지자체(춘천시청)-중간지원조직(춘천사회혁신센터)이 협력적 거버넌스를 형성하여 기획·운영하고, 지역의 민간 카페사업주와 청소년이 자발적으로 참여하며 현재까지 3년간 운영되고 있다. 사례 분석을 위해 춘천지역의 청소년과 시민, 그리고 교육지원청, 시청, 중간지원조직의 업무 담당자를 대상으로 면담 조사를 하였으며 현황 관련 문헌자료를 분석하였다. 분석결과 청소년의 지역 환대 프로젝트인 ‘맡겨놓은 카페’운영을 통하여 참여 청소년은 카페가 안전하고 편안한 관계의 공간으로 느꼈으며 시민 기부자와 카페사업주는 지역 청소년에 대한 관심이 생겼으며 작은 기부의 기쁨과 의미를 느꼈다. 그리고 지역 기관인 시청-교육지원청-학교-중간지원조직-지역 카페의 협력적 운영과 연계성이 강화되었으며, 지역교육협력을 위한 발판이 마련되었다.

The purpose of this study is to analyze the case of the "Suspended coffee” or “Caffe sospeso”(A donation tea for the youth cafe) practice operated in Chuncheon from 2022 to 2024 and to explore its meaning. “A donation tea for the youth cafe” is a so-called “local youth hospitality project” that allows local residents to donate beverage coupons to local cafes and teenagers to drink drinks and use cafes for free at all times. To this end, the Office of Education (Chuncheon Office of Education), local government (Chuncheon City Hall), and intermediate support organization (Chuncheon Social Innovation Center) have formed and planned and operated cooperative governance, and local private cafe owners and teenagers, voluntarily participate and have been operating for three years so far. As a result of the analysis, through the operation of a local hospitality project for youth, participating youth felt that the cafe was a safe and comfortable space, and civic donors and cafe owners felt the joy and meaning of interest in local youth and small donations. In addition, the cooperative operation and connection of local institutions, City Hall-Education Office-School-Intermediate Support Organization-Local cafes, were strengthened, and a foothold for regional education cooperation was laid.
