투입 및 산출 자원 연관성 분석에 따른 발명교육센터 운영 현황 분석

Analysis of Invention Education Center operations based on input and output resource correlation analysis

이 연구는 발명교육센터의 역할과 운영 변화의 모색이 필요한 상황에서 발명교육센터 운영 개선 방안을 도출하기 위하여 발명교육센터를 구성하고 있는 구체적이고 세부적인 요소들을 포함한 전체적인 운영 현황을 분석하였다. 분석 준거로는 투입 준거로 시설(유형, 면적), 인력(전담, 보조인력), 매칭예산을 설정하였고, 산출 준거로 교육인원, 교육대상, 교육프로그램, 교육형태, 지식재산권, 대외활동, 교재 발간 여부로 설정하였다. 분석한 결과는 다음과 같다. 첫째, 대부분의 발명교육센터가 발명교육센터 시설 기준을 충족하지 못 하고 일부 시설 없이 운영되고 있으며, 면적 또한 제한적이다. 교차분석 결과 시설은 교육수준별 운영 및 교육형태의 다양성과 연관이 있는 것으로 나타났다. 이러한 문제를 해결하기 위해서 시설 유형과 면적 기준을 충족하지 못하는 센터를 파악하여 단계적으로 실제적인 지원 방안을 마련해야 한다. 둘째, 현재 발명교육센터 중 전담인력과 보조인력이 없이 운영되는 센터가 있어 지원이 필요하다. 특히 전담인력 여부는 교육대상의 다양성 및 교육인원과 연관이 있는 것으로 나타났다. 또한, 보조인력 여부는 지식재산 출원 여부, 교재 발간 여부, 대회참가 여부, 교육 형태의 다양성과 연관이 있는 것으로 나타났다. 셋째, 일부 발명교육센터가 지자체 매칭 예산을 지원받지 못 하고 있고, 센터별 지자체 매칭 예산 차가 매우 크다. 지자체 매칭 예산은 교육대상의 다양성, 지식재산 출원, 교육인원과 연관이 있는 것으로 나타났다. 지자체를 통한 센터 운영 예산을 확보하는 것이 발명교육센터를 안정적으로 운영할 수 있으므로, 정부와 지자체 간의 협력 체계를 강화할 필요가 있다.

This study analyzed the overall operation status of invention education centers, including the specific and detailed elements that make up invention education centers, in order to derive measures to improve the operation of invention education centers in a situation where it is necessary to seek changes in the role and operation of invention education centers. The analysis was based on inputs such as facilities (type, area), manpower (dedicated, auxiliary), and matching budget, and outputs such as training personnel, training targets, training programs, training forms, intellectual property rights, external activities, and publication of textbooks. The results of the analysis are as follows. First, most of the invention education centers do not meet the invention education center facility standards, some are operating without facilities, and the area is limited. The cross-analysis showed that facilities are related to the diversity of operations and education types by education level. To solve these problems, it is necessary to identify centers that do not meet the facility type and area standards and provide practical support measures in stages. Second, there are currently invention education centers that operate without dedicated staff and support staff, which needs to be supported. In particular, the presence of dedicated staff was found to be related to the diversity of training targets and the number of trainees, while the presence of assistants was found to be related to the filing of intellectual property applications, publication of textbooks, participation in competitions, and diversity of training forms. Third, some invention education centers do not receive local government matching funds, and there is a wide disparity in local government matching funds among centers. The local government matching budget is related to the diversity of training targets, IP applications, and the number of trainees. It is necessary to strengthen the cooperation system between the government and local governments, as securing local government funding for invention education centers can ensure the stable operation of invention education centers.
