정신장애인에 대한 사회복지사의 인권의식 향상 프로그램 효과성 연구

Effectiveness of a Program to Raise Social Workers’ Awareness of the Human Rights of Persons with Mental Illness

본 연구는 정신장애인의 회복을 위해서는 지역사회복지서비스 제공자의 역할이 중요하다는 전제를 가지고, 그들을 대상으로 ‘정신장애인에 대한 인권의식 향상 프로그램’을 실시하고 그 효과성을 분석하였다. 이를 위해 지역사회에서 사회복지서비스를 제공하는 사회복지사 29명을 대상으로 3시간 분량의 1회기성 프로그램을 실시하였다. 분석 결과 프로그램의 사전·사후 비교에서 정신장애인에 대한 태도 하위요인 중 권리제한이 의미 있게 감소하였고, 자비심이 의미 있게 증가하였다. 그러나 지역사회 정신건강 개념과 인권시각의 평균 점수는 증가하였으나 통계적으로 유의미한 변화는 아니었다. 이러한 연구 결과를 토대로 구체적인 프로그램 내용의 수정방향을 제안하고, 정신장애인에 대한 사회복지사의 인권의식 향상 프로그램의 필요성을 주장하였다.

This study evaluated the effectiveness of programs aimed at enhancing human rights awareness of community welfare service providers, recognizing that their human rights-oriented practices are important for the recovery of individuals with mental illness. A total of 29 social workers participated, with the experimental group participating in a three-hour session. The program’s effectiveness was assessed using Community Attitudes toward Mentally Ill (CAMI) and the Human Rights Lens in Social Worker (HRLSW). The experimental group demonstrated significant differences in the CAMI subscales, particularly rights restrictions and benevolence, between pre- and post-program periods. However, there were no statistically significant differences in community mental health ideology and the HRLSW before and after the program. Based on these findings, we propose strategies to enhance social workers’ awareness of the human rights of individuals with mental illnesses.
