8급 이하 사회복지전담공무원 교육, 어떤 역량에 집중해야 하는가? -Borich요구도분석과 The Locus for Focus Model 활용-

What competencies should be prioritized in the training of social welfare officers at grade 8 and below? -Utilizing the Borich Needs Assessment and the Locus for Focus Model-

본 연구는 8급 이하 지자체 사회복지전담공무원 교육에서 다루어야 할 역량의 우선순위를 도출하기 위하여 실시하였다. 연구 목적 달성을 위해 9급 및 8급 사회복지전담공무원 149명을 대상으로 세부역량별 중요도와 실행도를 조사한 후, Borich 요구도와 The Locus for Focus 모형을 활용하여 분석하였다. 교육이 필요한 최우선 순위 역량으로 ‘의사소통’, ‘갈등관리/협상’, ‘안전, 위기, 인권 침해 예방 및 대응’, ‘사례관리’가, 차순위 역량으로는 ‘문제해결’, ‘자기관리’, ‘복지영역별 대상자 특성 이해’, ‘복지 전달체계/현장 이해’, ‘상담’, ‘지역사회 조직화/네트워킹’ 등 총 10개 역량이 도출되었다. 연구결과를 토대로 역량기반 사회복지전담공무원 교육실행방안을 제언하였다.

This study was conducted to identify the priority competencies that should be addressed in the training of local government social welfare officers at grade 8 and below. To achieve the research objective, the importance and implementation of specific competencies were surveyed among 149 social welfare officers at grade 9 and 8. The analysis was performed using Borich’s Needs Assessment and The Locus for Focus Model. The highest priority competencies identified as necessary for training were ‘communication,’ ‘conflict management/negotiation,’ ‘safety, crisis, and human rights violation prevention and response,’ and ‘case management.’ The next priority competencies included ‘problem-solving,’ ‘self-management,’ ‘understanding the characteristics of welfare recipients in different areas,’ ‘understanding the welfare delivery system/field,’ ‘counseling,’ and ‘community organization/networking’. Based on the study results, recommendations were made for tasks necessary for implementing competency-based training for social welfare officers.
