기후위기 대응의 실패와 기후정의운동의 등장

The Failure of Climate Crisis Response and the Climate Justice Movement

1990년대 기후변화를 방지하기 위해 국제 공조 체제가 만들어졌음에도 불구하고 탄소 배출은 기하급수적으로 증가하고 지구 기온은 더 없이 상승하는 등 기후위기 대응은 실패를 거듭해왔다. 이 글은 그 원인을 기후, 생태, 평등과 같은 공적 가치 보다 이윤과 성장을 우선시한 국제 기후 레짐의 시장주의적 패러다임 때문이라 진단하고, 실패한 기후위기 대응에 대한 대안으로 등장한 기후정의 개념 그리고 기후정의운동의 문제의식과 현실적 의미를 살펴본다. 이를 통해 신속하고 근본적인 기후위기 대응이 요구되는 조건에서 지금 가장 필요한 변화가 무엇이며 그 변화를 현실화하기 위해 필요한 행동이 무엇인지를 가장 명징하게 제시해온 시각은 기후정의의 관점이며, 따라서 이에 입각한 해법이 시급히 필요함을 주장할 것이다.

Despite the establishment of the international regime to prevent climate change in the 1990s, responses to the climate crisis have failed repeatedly, with carbon emissions increasing exponentially and global temperatures rising unabated. This paper diagnoses the cause of these failures as the market-oriented paradigm of the international climate regime, prioritizing profits and growth over public values such as climate, ecology, and equality. It then explores the concept of climate justice as an alternative to mainstream approaches and examines the perspectives and practical significance of the emerging climate justice movement. The central argument of the paper is that, given the necessity for rapid and radical responses to the climate crisis, the perspective of climate justice has most clearly articulated the essential changes and the actions required to achieve them. The paper concludes by arguing for the urgent adoption of solutions based on the principles of climate justice.
