Development and Validation of a Culture and Arts Education Planning Competency Scale for Lifelong Educators

문화예술교육 프로그램은 평생교육 주제영역 중 가장 많이 공급된 영역일 뿐 아니라, 가장 많은 학습자가 참여한 영역이다. 따라서 수요가 폭발적으로 증가하고, 양적으로 매우 방대해 졌지만 그간 취미, 여가교육 수준에서 머물렀다는 비판을 받아 왔다. 문화예술교육 프로그램의 질적 향상을 위해서는 프로그램을 기획하는 평생교육사의 역량과 자질이 매우 중요하다. 본 연구의 목적은 평생교육사를 대상으로 문화예술교육 기획역량 척도를 개발하고 타당화하는 것이다. 이를 위해 문헌분석, 전문가 대상 행동사건 인터뷰(BEI), 3회에 걸친 델파이 조사를 실시하여 97개의 문항을 추출하였다. 측정 척도의 타당화를 검증하기 위하여 전국단위 공공·민간 평생교육 현장에서 활동 중인 평생교육사 575명을 대상으로 설문조사를 실시하였다. 수집된 자료는 탐색적 요인분석, 확인적 요인분석, 신뢰도 분석을 실시하여 최종적으로 문화예술교육전문성, 교육기획, 평생교육사 핵심역량(직업소양) 등 3개 영역 10개 역량군, 39개 하위역량이 선정되었다. 이 척도는 평생교육 장면에서 문화예술교육 기획의 직무를 담당하고 있는 평생교육사의 역량수준을 평가하고 피드백을 통해 역량수준을 향상시키는데 활용될 수 있을 것이다.

Culture and arts education programs are not only the most widely offered area within lifelong education but also the area with the highest participation among learners. Consequently, while demand has surged and the quantity has become substantial, these programs have faced criticism for remaining at the level of hobby and leisure education. To improve the quality of culture and arts education programs, the competencies and qualifications of lifelong educators responsible for program planning are crucial. The purpose of this study is to develop and validate a competency scale for culture and arts education planning aimed at lifelong educators. To achieve this, literature review, behavior-event interviews (BEI) with experts, and three rounds of Delphi surveys were conducted to extract 97 items. To validate the measurement scale, a survey was administered to 575 lifelong educators working in public and private lifelong education settings nationwide. The collected data were analyzed using exploratory factor analysis, confirmatory factor analysis, and reliability analysis. Ultimately, three domains—Culture and Arts Education Expertise, Program Planning, and Core Competencies (Professional Attitudes)—were identified, encompassing 10 competency groups and 39 sub-competencies. This scale is intended to evaluate the competency levels of lifelong educators responsible for culture and arts education planning and to enhance these levels through feedback.
