체육인 복지 실현의 함의와 정책실행 전략

본 연구의 목적은 체육인 복지정책 실현의 목적과 내용을 검토하고, 바람직한 체육인 복지정책 수립을 위한 전략을 제안하는 데 있다. 논의의 전개는 체육인복지의 내용적 범위를 정의하고 체육인복지법에 대한 내용분석을 실시하였다 그리고 체육인복지의 법적, 정책적 목표와 의미를 정의하였다. 끝으로 정책 목표를 실현하기 위한 체육인복지정책의 실행전략을 제시하였다. 논의를 통해 도출한 내용은 다음과 같다. 첫째, 체육인복지법은 다소 좁은 범위의 체육인을 대상으로 하며 , 복지후생금, 공제회, 생계비 지원 등 최소의 생활 영위를 정책의 내용으로 담고 있다 둘째, 체육인복지는 스포츠복지국가 실현을 위한 우선 과제이다 또한 체육인복지는 최소생계보장이 아니라 경제적 안정과 직업 안정성을 모두 포함하여야 한다. 셋째 , 정부의 역할과 지방정부의 역할이 동시에 필요하며 , 스포츠 기본권, 체육인복지 , 그리고 일반 국민을 대상으로 한 스포츠 복지가 구조적으로 동시 충족되어야 한다. 이를 위해서 ‘정부-체육인(internal sportsman welfare)', ‘정부-국민(external civilians sport right)', ‘ 체육인-국민(public sport service interaction)’ 의 삼각 균형 전략이 요구되며, 이를 전담한 전담 기구와 재원의 확보가 요구된다. 각 정책 간의 상호 연계성을 고려하여 통합적이고 보완적인 법률의 개선과 정책의 구성이 실현되어야 할 것이다.

The purpose of this study is to redefine the purpose and content of real izing sportsperson welfare policy and to propose a policy establishment strategy to achieve the purpose. The content structure defined the content scope of athlete welfare, and a content analysis of the Athlete Welfare Act was also conducted. Through this, the meaning of the legal and policy goals of athlete welfare was defined. As a result of the process, an implementation strategy for athlete welfare policy was proposed to realire the policy goals. What was derived from the above discussion is as follows. First, the Athletes' Welfare Act targets a rather narrow range of athletes, and its policy content covers the minimum level of living, including welfare payments, mutual aid associations, and support for living expenses. Second, the welfare of athletes is the primary priority for real izing a sports welfare state. Additionally, athlete welfare policies and laws should include both economic and job stability, not j ust minimum livelihood security. Third, the role of the government and local governments is necessary, and the basic rights of sports, the welfare of athletes, and the sports welfare of the public must be structurally satisfied simultaneously. To achieve this, a triangular balance strategy of 'government-athletes (internal sportsman welfare)', 'govemment-citirens (external civilians sport right)', and 'athletes-citirens (public sport seivice interaction)' is required. In addition, it is necessary to secure a dedicated organization and financial resources for this. Through the interconnection between each policy, integrated and complementary improvement of laws and composition of policies should be realized.
