학교 간 교육격차 해소를 위한 학점제 교육과정 편성・운영 실태 및 요구 분석: 소규모 직업계고등학교를 중심으로

Analysis of the Current Status and Needs for Organizing and Operating a Credit-Based Curriculum to Address Educational Gaps Among Schools: Focus on Small Vocational High Schools

이 연구에서는 소규모 직업계고등학교가 선택형 교육과정 편성・운영에서 어떤 어려움을 겪고 있는지를 살펴봄으로써 선택형 교육과정 운영에서 학교 간 교육격차가 어떤 지점에서 발생하는지를 고찰하였다. 이를 위해 소규모 직업계고등학교 144교를 대상으로 교육과정 편성・운영 실태와 지원 요구를 조사하였다. 조사결과, 대부분의 학교에서는 학생의 수요에 맞춘 교육과정 편성을 위해 선택과목 수요조사를 실시하고 있었으나 교원 수급 상황에 맞춰 교육과정을 편성 및 운영하고 있었다. 학교의 교원들은 다과목 지도 및 수업시수에 대한 부담이 컸으나, 외부 자원을 활용하기도 어려운 상황이었다. 학교의 특성에 따라 교육과정 편성과 운영에서 학교 간 경험이 다르며, 이에 따라 지원하는 요구도 다소 차이가 있었다. 이를 바탕으로 이 연구는 학교 간 교육과정 편성·운영에서 교육격차를 완화하고 학생의 과목 선택권을 보장하기 위해서는 어떤 지원이 필요한지 논의하였다.

This study examined the curriculum organization and operational status of small vocational high schools, as well as their specific needs. By investigating the challenges these schools face in implementing optional curricula, the research identified the points at which educational gaps between schools emerge in the context of elective course offerings. To achieve this, This study conducted a survey of 144 small vocational high schools, focusing on their curriculum organization, operational practices, and support requirements. The findings revealed that while most schools conducted surveys to assess student demand for elective courses, the actual organization and implementation of the curriculum were primarily determined by teacher supply. Teachers in these schools often faced the burden of teaching multiple subjects and increased teaching hours, while simultaneously struggling to utilize external resources effectively. The study also found that experiences in curriculum organization and operation, as well as support needs, varied among schools depending on their individual characteristics. Based on these findings, this study discussed the necessary support measures to mitigate the educational gaps in curriculum management between schools and to ensure students' right to subject choice.
