지방교육자치의 현안 진단과 향후 과제

Diagnosis of Current Issues of Local Educational Autonomy and Its Future Tasks

이 연구는 윤석열 정부 들어 지방교육자치에서 제기되는 주요 현안을 점검하고, 이를 바탕으로 향후 감당해야 할 과제가 무엇인지를 논구하는 데 그 목적이 있다. 이를 위해 교육 거버넌스 개편, 지방교육재정교부금 논란, 교육감 선출제도 개편 등에 관련된 선행연구를 광범하게 검토하는 한편, 교육부와 행정안전부의 대통령 업무보고 자료 등 정부의 정책 문서를 중심으로 한 문헌연구를 수행하였다. 고찰 결과를 요약하면, 다음과 같다. 첫째, 윤석열 정부에서 목격되는 지방교육자치 전반의 주요 현안은 ⑴ 교육 거버넌스 개편과 지방교육자치의 왜소화, ⑵ 지방교육재정교부금을 둘러싼 갈등, ⑶ 교육감 선출제도 개편 논란 등으로 집약할 수 있다. 둘째, 향후 과제로 먼저 “‘교육의 정치적 중립성’으로부터의 해방”을 들고 있는데, 이는 지방교육자치제도를 객관적으로 이해하기 위한 기본 관점 정비의 성격이 짙다. 셋째, “교육(행정)의 민주주의 실현”이란 두 번째 과제는 특별히 교육감 선출제도 개편 논란 등을 생산적으로 해결하는 데 필요한 방법론을 제시하는 의미를 담고 있다. 넷째, “지방교육재정 개혁에 대한 전향적 접근”에서는 지방교육재정을 국가 교육재정 총량적 차원에서 다루는 열린 사고가 필요하다는 점을 강조하고 있다.

This study aims to diagnosis the current issues of local educational autonomy and reveal its future tasks. For this, the author analyze broadly the precedent articles and a lot of policy documents which have been produced by Ministry of Education, and so on. The results of this study are as follows. Firstly the author summarizes that the current issues, which have been observed since Yoon Suk Yeol Government(Yoon Government), are the following three catergories; ⑴ reorganizing of educational governance and minimizing of local educational automomy, ⑵ the conflict of local educational finance system, ⑶ controversy over superintendent electoral system. Secondly it is found that the first future task is the emancipation of the ideology of political neutrality of education, which is necessary for epistemological maintenance. Thirdly the second future task is the democratization of education (administration) that produces effective solving method of controversy over superintendent electoral system. Fourthly the third future task is the conversionary approach for innovating local educational finance system, which needs the open minded holistic approach.
