주민직선교육감제 도입 이후의 교육청 변화에 대한 교육당사자들의 인식 분석 - 2009년 4월부터 2022년 6월 동안을 중심으로 -

An Analysis of the Perception of Education Parties on the Changes in the Office of Education after the Introduction of the Elected Superintendent of Education - From April 2009 to June 2022-

본 연구의 목적은 교육자치의 변곡점이 된 주민직선교육감제 도입 이후 교육당사자들의 인식을 분석해 교육청 성과와 변화의 원인, 양상, 한계, 요구, 개선과제를 바탕으로 시사점을 도출하는 데 있다. 이를 위해 지역･직렬을 고려해 전문가 25인(①교원, ②교수, ③학부모, ④시민사회 및 교원단체대표, ⑤교육전문직 및 일반직 등)을 5개그룹으로 선정해 집단 및 심층면담을 진행하였다. 면담은 반구조화된 질문지를 사용하였고, 내용은 범주화와 위계화의 과정을 거쳐 분류해, 연구자 간 교차 검증의 과정을 거쳤다. 연구 결과, 변화 원인으로 사회와 학습 환경, 제도, 철학과 인식, 교육청이, 양상으로 교육 패러다임 전환, 한계로는 교육자치 방향성 부족, 구조와 제도 부족, 교육청이 나타났다. 요구 및 개선 과제로는 진보와 보수 벗어나기 등이 나타났다. 연구 결과를 토대로 주민직선교육감제 성과의 지속가능성을 담보하기 위해 제언을 하였다.

The purpose of this study is to analyze the perceptions of educational parties after the introduction of the elected superintendent of education, which became an inflection point for educational autonomy, to derive implications based on the performance of the Office of Education and the causes, patterns, limitations, demands, and improvement tasks of the change. To this end, 25 experts were selected into five groups and conducted group and in-depth interviews. Semi-structured questionnaires were used for interviews, and the contents were classified through categorization and hierarchical process, and cross-verification among researchers was conducted. As a result of the study, the causes of change were society and learning environment, institutions, philosophy and awareness, and the Office of Education, and the paradigm shift to patterns, and limitations were the lack of direction for educational autonomy, lack of structure and system, and the Office of Education. As demands and improvement tasks, progress and conservatism emerged. Based on the research results, suggestions were made to ensure the sustainability of the achievements of the elected superintendent of education.
