한국의 탈시설화 과정에서 장애인 인권 경험 연구의 질적 내용분석

Qualitative Content Analysis of Studies on Human Rights Experiences of Persons with Disabilities During the Deinstitutionalization Process in South Korea

이 연구의 목적은 탈시설화 과정에서 주거유형(시설거주, 전환주거, 지역사회 거주)에 따른 장애인의 인권 경험을 비교 분석하여, 각 유형에서 두드러지게 나타나는 인권 문제를 파악하고, 이를 바탕으로 장애인의 인권을 증진할 수 있는 정책 개선방안을 모색하는 것이다. 이를 위해 본 연구는 장애인 탈시설 경험을 다룬 33편의 논문을 대상으로 질적 내용분석을 수행하였다. 분석 결과, 인간 존엄성, 자기결정권(자유권), 사회적 존재(사회권)라는 세 가지 인권 주제가 도출되었고, 주거유형에 따라 인권의 양상이 상이하게 나타났다. 이러한 결과를 바탕으로 본 연구는 탈시설화 과정에서 나타나는 주거유형별 인권 이슈를 정리하고, 「탈시설 로드맵」에 명시된 6개 핵심과제와 연계하여 장애인의 인권적 삶을 보장하기 위한 정책 개선방안을 제안하였다.

This study aims to compare and analyze the human rights experiences of persons with disabilities across different housing types (institutional care, transitional housing, and community-based living) during the deinstitutionalization process, to identify the key human rights issues in each type, and to propose policy improvements that can enhance the human rights of persons with disabilities. A qualitative content analysis was conducted on 33 studies that explored the experiences of persons with disabilities in the deinstitutionalization process. The analysis identified three human rights themes: respect for human dignity, the right to self-determination (civil rights), and social existence (social rights), with different human rights patterns emerging depending on the housing type. Based on these findings, the study addresses human rights issues for each housing type in the deinstitutionalization process and proposes policy improvements to ensure human rights-based lives for persons with disabilities, in line with the six core tasks outlined in the “Deinstitutionalization Roadmap.”
