경기도 G시 발달장애인평생교육센터의 성과와 성공요인에 대한 사례연구

A case study on the outcomes and success factors of the Lifelong Education Center for Individuals with Developmental Disabilities in G City, Gyeonggi Province

이 연구는 평생교육의 모범사례로 주목받고 있는 경기도 G시 발달장애인평생교육센터(이하 DD평교센터)의 성과와 성공요인을 탐색하는 것을 목적으로 한다. 이를 위해 본 연구는 사례연구 방법을 활용하였고, 이해관계자 대상의 FGI 녹취록, 지역 유관기관 실무자 설문조사 자료, 신문기사 등 다양한 자료를 종합적으로 분석하였다. 연구결과는 두 영역으로 구분된다. 먼저 주요 성과로는 발달장애인의 인지기능 유지 및 향상, 정서적 안녕 증진, 도전적 행동 감소(이용자차원), 양육스트레스 감소, 가족갈등 감소 및 화목한 관계 증진, 미래에 대한 희망 발견(가족차원), 지역거점센터로서의 위상 확립, 지역네트워크 기반의 새로운 DD평교센터 모형 제시(기관차원)가 확인되었다. 성공요인으로는 사회통합과 이용자중심 철학에 기반한 기관 운영과 서비스, 상호존중과 열린소통이 뿌리 내린 기관 문화, 사회복지사로서 소양과 자질을 갖춘 헌신적 종사자, 신뢰에 기반한 이용자(가족)-기관 관계, 유관기관의 욕구에 민감하게 반응하는 지역협력 사업, 지역자치단체의 관심과 지원이 도출되었다. 연구결과를 바탕으로 DD평교센터의 운영 방안과 향후 과제에 대해 논의하였다.

This study aims to explore the outcomes and success factors of the Lifelong Education Center for Individuals with Developmental Disabilities in G City, Gyeonggi Province (hereinafter referred to as DD Lifelong Edu Center). An intrinsic case study approach was used, and various data sources were analyzed including FGI transcripts from stakeholders, survey data from affiliated agency practitioners, and newspaper articles, etc. Outcomes were highlighted in three dimensions: User dimension(reduction in challenging behaviors, etc.), family dimension (reduction in caregiving stress, etc.), and institutional dimension(establishment of a position as a regional hub center, etc.). The success factors include: User-centered and social inclusion-based center operations and services; organizational culture characterized as mutual respect and open communication, dedicated staff with qualities of social workers; trust-based relationships between service users and the center; responsive local collaboration with partner institutions; local government support. Based on the results, this study discusses operational strategies for DD Lifelong Edu Centers and addresses future challenges.
