재가장애인의 원가정으로부터 독립에 관한 연구

Study on the Independence of People with Disabilities from Original Families

장애인 독립을 보편적 권리로 인식하고 보장하기 위한 노력과 지원은 UNCRPD가 제정되면서부터이지만, 우리나라는 탈시설장애인을 위한 자립생활에 초점이 맞춰져 있다. 독립적으로 사는 장애인이 증가하는 현상에 따라 재가장애인의 독립 의미와 과정, 복지지원에 관해 논의해야 할 시기다. 본 연구목적은 재가장애인의 원가정으로부터 독립 배경, 과정, 변화를 통해 그 의미를 알아보았다. 자료수집을 위해 24명을 심층인터뷰 하였으며, 귀납적 주제분석을 하였다. 연구결과를 대주제 6개, 중위분류 15개, 상위주제 29개, 하위주제 63개를 도출하였다. 본 연구결론은 재가장애인의 독립은 자아실현을 위한 구체적이고 뚜렷한 목적과 목표가 있고 독립 과정은 다양한 경로를 통해 이루어지고 있었다. 독립 이후 다양한 변화를 겪었으며, 이는 자아실현으로 이어졌다. 지원욕구로는 직접 체감하고 실질적인 생활에 필요한 지원을 요구하였으며, 이를 바탕으로 재가장애인을 위한 주거지원, 주택정책 개선과 일상지원의 확대가 필요하고 가족의 역할 재정립이 필요하고, 장애와 독립이라는 이중의 어려움이 고려된 지원정책과 독립 의미의 확대와 재해석이 이루어져야 함을 제언하였다.

Korea started to provide policy support for the independence of persons with disabilities after ratifying the UN CRPD. But policy and social interests of the independence of persons with disabilities in Korea only focus on independent living of persons with disabilities living in institutions for their deinstitutionalization. The reason that study on the independence of persons with disabilities living at home would be necessary is because now the time to notice the meaning and the process of their independence, Against this background, the purpose of this study is to understand background and process of their independence, to confirm changes after independence and to seek appropriate supports for independent living, and finally to identify the meaning of independence leaving from original family for persons with disabilities living independently. For this study, a general qualitative study method was applied, an in-depth interview was conducted and date was analyzed with an inductive thematic analysis. Data was analyzed with an inductive thematic analysis and from the result of a thematic analysis, 6 major themes, 15 median categories, 29 main themes and 63 sub themes were developed. Based on the result of the study, three discussion points are developed for the independence of persons with disabilities living at home. First, establishing new role of family which goes beyond a support system centered on family with persons with disabilities is required; second, support policy considering multiple difficulties of disability and independence should be introduced; and third, the meaning of independence will be expanded and reinterpreted.
