디지털 기기의 도구성과 행위성을 고찰하기 : 디지털 전환 정책과 학부모 인식의 갈등적 쟁점을 중심으로

Considering the Instrumentality and the Agency of Digital Devices : Focusing on the Conflicting Issues of Digital Transformation Policy in Education and Parents’ Perceptions

이 연구는 디지털 전환 교육 정책에 대해 파악하고 교육참여자인 학부모가 이를 어떻게 이해하고 인식하고 있는지를 분석한다. 최근 디지털 교육 전환에서 주요하게 논의되는 기기 보급과 AI 디지털 교과서 정책을 중심으로 교육부의 미래 교육 정책이 기술의 도구성과 기술낙관론을 강조하고 있음을 분석한다. 초등학생 자녀를 둔 수도권 지역의 학부모를 심층면담하여, 학부모가 디지털 전환 교육 정책을 이해하고 받아들이는 서사를 분석한다. 학부모가 공교육에서 디지털 기기를 활용하는 것에 대해 제기하는 쟁점에는 디지털 기기의 물성과 행위성에 대한 고려, 기술을 통한 교육의 결과에 대한 불확실성, 기기 활용을 통해 획득하거나 상실할 인간의 능력 등에 대한 고민이 담겨 있음을 파악한다. 연구는 기술낙관론이 팽배한 교육 정책과 과거의 학습 도구와 다른 행위성을 가진 디지털 기술을 경계하는 학부모의 상반된 관점을 드러낸다. 이를 통해 도구적 이점과 디지털 교육 환경 조성에 방점을 두는 디지털 전환 교육에 앞서 교육 도구의 행위성에 대한 본질적인 고민과 인간과 기술의 관계에 대한 철학적 고민이 필요하다고 주장한다. This study examines Korea’s digital transformation education policy, analyzing parents’ understanding and perception of it. It analyzes the policy’s emphasis on technology instrumentality and technology optimism, specifically in device distribution and AI digital textbook policies. Through in-depth interviews with parents in the metropolitan area with children in elementary schools, this study analyzes the parental narratives regarding their understanding and acceptance of the digital conversion education policy. It uncovers parental concerns about using digital devices in public education, including consideration of the physical properties of digital devices, uncertainties about educational outcomes through technology, and apprehension about potential gains or losses of human abilities due to device usage. The study unpacks the views of parents who perceive the agency of digital technologies as different from other traditional learning tools, leading to a conflicting perspective with education policies characterized by technological optimism. As a result, it argues that it is essential to first address fundamental concerns about the agency of digital devices in education and the relationship between humans and technology before focusing on the instrumental advantage of digital infrastructure.
