호스피스·완화의료 사회복지사의 업무 현황과 역할 정립을 위한 발전 방향

The Current Status of Tasks and Directions for Advancing the Roles of Hospice and Palliative Care Social Workers

본 연구는 호스피스·완화의료팀 내 사회복지사의 역할 및 기능 정립을 위한 근거를 마련하고자 호스피스·완화의료 사회복지사의 업무 실태 및 장애 요인을 파악하며, 사회복지사의 역량 강화와 역할 정립을 위한 정책적 방안을 탐색하는데 목적을 두었다. 본 연구는 제2차 호스피스 연명의료 종합계획 수립의 근거 마련을 위해 사전에 수행한 연구로, 호스피스·완화의료 현장에 있는 사회복지사들을 대상으로 온라인 설문 조사를 수행하였다. 설문은 개방형과 폐쇄형 질문을 조합한 총 13개의 문항으로 구성하였으며, 총 84명의 호스피스 전담 사회복지사들이 참여하였다. 연구결과, 사회복지사들은 환자에 대한 심리·사회적 돌봄 업무를 가장 많이 수행하고 있었으며, 동시에 가장 중요하다고 인식하고 있었다. 호스피스 담당 사회복지사의 역할수행에서의 가장 큰 도전은 ‘과도한 업무’인 것으로 나타났다. 사회복지사의 역량 강화를 위해서는 표준화된 업무 지침 및 규정 개발이 필요하며, 효율적인 업무수행을 위해 호스피스 사회복지사를 채용하는 적정 인력 기준이 마련되어야 함을 제안하였다. 본 연구를 통해 제시된 결과를 토대로 호스피스·완화의료 사회복지사를 위한 역량 강화와 역할 정립을 위한 논의와 후속연구에 대해 제언하였다.

The purpose of this study is to examine the current state of tasks performed by hospice and palliative care social workers, identify barriers to their role performance, and explore policy recommendations for enhancing their competencies and establishing their roles. This study was conducted as part of preliminary research to support the establishment of the 2nd Comprehensive Plan for Hospice and Life-Sustaining Treatment. The survey targeted social workers in hospice and palliative care settings and consisted of 13 questions, including both open-ended and closed-ended formats. It was conducted online. A survey of 84 hospice social workers revealed that providing psycho-social care for patients was their most frequently performed and important task. The greatest challenge they faced in fulfilling their role was an "excessive workload.” To enhance social workers’ competencies, developing standardized work guidelines and regulations is necessary. Additionally, it was suggested that appropriate staffing standards for hiring hospice social workers should be established to ensure efficient task performance. Based on the results, recommendations were made to encourage further discussions and research on strengthening the competencies and defining the roles of hospice and palliative care social workers.
