Significance and Key Challenges of UNESCO Convention on Recognition of Qualifications : Focusing on National Information Center

This study aims to provide a meaningful basis for higher education in Korea by examining the significance and main contents of UNESCO Conventions related to the recognition of qualifications in higher education. To address the purpose and content of this study, the significance and main contents of UNESCO Conventions on the recognition of qualifications in higher education and the functions and major achievements of Korea's National Information Center are identified and major issues are identified. For this purpose, relevant literature, articles and press releases, and website data are reviewed. The significance and main contents of the UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education, which is a regional convention on the recognition of higher education degrees and the basis for the establishment of the National Information Center, and the Global Convention on the Recognition of Qualifications concerning Higher Education were examined. The functions of the National Information Center designated by the Ministry of Education in 2019 and its major achievements were presented. Based on this, the suggestions were identified. First, it is necessary to improve the understanding of UNESCO Conventions on recognition of qualifications in higher education and build a stronger network. Second, it is necessary to establish a quality assurance system that meets comprehensive global standards for the recognition of qualifications in higher education. Third, individual universities try to strengthen quality assurance and accountability in higher education. Fourth, it is necessary to promote information sharing on UNESCO Conventions on recognition of qualifications in higher education and framework of recognition of qualifications. Finally, in the medium to long term, research on recognition should be accumulated and institutional support should be strengthened in terms of human resources and infrastructures for sustainable development of Korea’s National Information Center.

본 연구는 고등교육 학위인정 관련 국제협약의 의의 및 주요내용을 살펴봄으로써 우리나라 고등교육에 주는 유의미한 기초자료로 제공하고자 한다. 이에 본 연구의 목적과 내용을 다루기 위해 고등교육 학위인정 국제협약의 의의 및 주요내용 그리고 우리나라의 국가학위정보센터 기능 및 주요 성과 등을 파악하고 주요과제를 도출한다. 이를 위해 관련 문헌연구 자료, 관련 기사 및 보도자료, 웹사이트 자료 등을 고찰한다. 고등교육 학위인정 관련 국제협약으로 국가학위정보센터 사업의 설립 근거인 유네스코 고등교육 자격 인정에 관한 아시아·태평양 지역 협약의 전세계적 차원의 협약으로서 고등교육 자격 인정에 관한 글로벌 협약의 의의 및 주요내용을 살펴보았다. 그리고 2019년 교육부로부터 지정된 국가학위정보센터의 기능과 그 간의 주요 성과를 제시하였다. 이를 토대로 주요 과제를 도출하였다. 첫째, 고등교육의 학위인정 관련 국제 협약의 이해도 제고 및 네트워크 구축이 필요하다. 둘째, 고등교육 학위인정 관련 포괄적 국제 기준에 적합한 질 보장 체제 구축해야 할 필요가 있을 것이다. 셋째, 개별 대학에서는 고등교육의 질 보장과 책무성 강화를 도모해야 할 것이다. 넷째, 고등교육 학위인정 국제협약과 자격인정 체계 관련 정보 공유의 장 활성화를 도모해야 할 것이다. 끝으로, 중장기적으로 우리나라 국가학위정보센터는 국내․외 고등교육 연구의 축적과 더불어 인적·물적 인프라 구축이 고도화되어야 할 것이다.
