근무기관에 따른 유아교육과 보육의 통합의미, 필요성, 방해요인, 추진과제 및 논의 방향의 차이 연구 : 대구·경북을 중심으로

The Meaning, the Need, the Barrier Factor, the Future Work and the Discussion Direction of Integration between Early Childhood Education and Day Care depending on Length of Employment Period : with Daegu-Gyeongbuk as the Center

본 연구의 목적은 유치원교사와 보육교사들을 대상으로 유아교육과 보육의 통합의 의미, 통합의 필요성, 현재 통합을 방해하는 요인과 해결방안, 통합을 위한 추진과제 및 논의 방향에 대해 구체적으로 살펴보고자 하였다. 이를 위해 대구·경북지역 유치원과 보육시설에 종사하고 있는 교사 455명을 대상으로 설문조사를 실시하였다. 결과, 첫째, 유아교육과 보육의 통합의 의미에 있어서, 전체적으로 통합의 의미를 “교육과정 통합”에 대하여 가장 큰 의미를 두고 있었다. 둘째, 통합의 필요성에서는 기관별(보육시설 종사자는 필요 82.1%, 유치원 종사자는 불필요 51.3%)로 통계적으로 유의한 차이를 보였으며(X2=45.622, p<.001), 전체적으로 필요가 65.2%, 불필요가 34.8%로 나타났다. 셋째, 통합을 방해하는 요인에서는 “교육부와 보건복지부 간의 이해상충”과 “보육교사와 유치원 교사 양성대학 학과 간의 이해상충”이 집단간에 통계적으로 유의한 차이를 보였으며, 전체점수에서도 전자가 4.07점, 후자가 3.76점으로 비교적 높은 점수를 보였다. 마지막으로 통합을 위한 추진과제와 논의 방향에서는 우선적으로 추진해야 할 과제에서는 “정부기관의 행정 조직 및 재정지원체계 개편”이 4.03점으로 가장 높은 것으로 나타났다.

The purpose of the research was to examine concretely the meaning of integration, the need for integration, the barrier factors and solutions of the current integration, and future work as well as discussion direction for the integration of early childhood education and day care targeting kindergarten teachers and child care teachers. For this, 455 teachers who work in kindergartens and day cares in the Daegu-Gyeongbuk area completed a survey. From the results, first, the meaning of integration for early childhood education and day care was examined. Most meanings were based on “curriculum merger” for the overall meaning of integration. Second, there were significant differences according to institutions (82.1％ of day care workers said integration is necessary and 51.3% of kindergarten workers said integration is unnecessary) which were statistically significant (X2=45.622, p<.001), and on the whole, the results show 65.2％ said integration is necessary and 34.8％ said integration is unnecessary. Third, for the barrier factors of integration, each institution showed a statistically significant difference for “the conflict of interests of the departments of teacher education at universities for day care teachers and kindergarten teachers.” In addition, the results show a high score with the former at 4.07 points and for latter at 3.76 points overall. Finally, the preemptive action for future work and discussion direction is “an administrative organization and reform of the finance support system of the government brach” as it showed the highest points of 4.03.
