어린이집의 CCTV 설치·운영 현황 및 요구

A Study on the Current Situation and Demands for Installation and Operation of CCTVs at Child Care Facilities

본 연구는 아동학대 예방을 위해 어린이집에 CCTV 설치가 의무화된 직후, CCTV 설치와 운영에 대한 어린이집 현황과 교사들의 요구를 살펴보기 위해 수행되었다. 107명의 어린이집 교사들에게 온라인과 오프라인을 통해 설문을 실시한 결과는 다음과 같았다. 첫째, 연구 대상 교사들이 근무하는 어린이집은 거의 CCTV가 설치되어 있으나, 설치 시 구성원의 협의나 개인정보보호를 위한 소프트웨어등의 설치 등은 이루어지지 않았다. 둘째, 부모들이 CCTV 열람을 요청하는 경우는 드문 편이었으며, 열람 자료를 공개하는 규정은 어린이집의 유형에 따라 차이가 있었다. 다음으로, CCTV가 바람직하게 설치 운영되기 위해 교사들은 구성원들 간의 협의과정이 필요하며, 교사들의 권리 보호도 함께 이루어져야 함을 요구하였다. 이러한 결과를 기초로 영상정보처리기기 가이드라인의 수정을 제안하였다.

The aim of this study was to explore child care teachers’ recognition and demand for the installation and operation of CCTVs, after “compulsory installation of CCTVs in child care centers” was passed to prevent child abuse. One hundred seven child care teachers were surveyed with an on- and off-line method. The findings were as follows. First, almost all child care centers had installed CCTVs, but personal information protection S/W was not set up. Second, parents rarely requested to access video information about their child. Additionally regulations on access to video information differed among the surveyed child care centers. Finally, teachers stated that a prior negotiation process to install CCTVs in child care centers and protection guidelines for teachers’ privacy were needed. These findings provide some implications to modify the ‘Guidelines on equipment for video information processing’.
