유보통합의 현황 및 방향에 관한 연구

A Study of Current Status and Direction of Early Childhood Education and Child Care Integration

유아교육·보육의 통합은 이원화 되어있는 유아교육과 보육 간의 격차를 해소하고, 효율적으로 통합·관리하여 0-5세 영유아의 발달에 맞는 양질의 서비스를 제공하고 부모의 선택권 및 편의성을 보장하는 것은 의미 있는 추진방안이라고 할 수 있다. 유보통합의 초기 과정부터 유보통합의 취지와 목적 대한 다양한 이해와 관점을 가지고 기대와 우려의 목소리가 높았으며, 각계의 이익에 치중되어 정책타당성이 낮다고 판단되기도 하였다. 그럼에도 불구하고 정부의 적극적인 주도에 의해 유보통합의 추진방안에 관한 연구가 완료되었고, 그 구현과 관련한 정책적 결정이 남겨져 있는 현시점에 도달하게 되었다. 본 연구는 유보통합의 현황 및 추진과정을 토대로 향후 방향성을 제시함으로써 유보통합에 대한 진중한 성찰의 계기를 마련하고자 한다.

Integration of early childhood education and child care is a significant effort for solving dualistic problem and effectively managing early childhood education and child care. This effort is expected to provide quality early childhood education and child care service appropriate to young children of age 0 through to five and ensure parental accessibility and right of choice. There were some concerns about purposes and meanings from different perspectives in the beginning of integration of early childhood education and child care with limited validity of political decision. However, studies and researches on the integration of early childhood education and child care have been politically conducted and decision-making on that issues is requested. This study aimed to suggest some ways for integration of early childhood education and child care and provide an opportunity to reflect on them based on the current reviews of early childhood education and child care.
