어린이집 CCTV 설치의무화에 따른 교사의 어려움과 바람

Teachers' Difficulties, and Hopes with Mandatory CCTVs in Nursery Classrooms

본 연구는 2015년 어린이집 CCTV 설치의무화 법령이 시행되면서, 어린이집에 새로이 CCTV를 설치하고 교실에서 CCTV와 함께 생활하고 있는 교사들의 어려움은 무엇인지, 원하는 바는 무엇인지 살펴보기 위해 수행되었다. 이를 위해 어린이집 교사 10명을 연구참여자로 하여 심층면담을 진행하고 질적 분석이 이루어졌다. 연구 결과, 어린이집 CCTV 설치의무화의 어려움으로 CCTV에 대한 부담감과 숨 쉴 수 없는 교실, 진심으로 대하기 어려운 아동과 학부모로 인한 심리적인 어려움을 표현하였다. 그리고, 소심해진 행동과 줄어든 애정표현, 어려워진 훈육으로 행동적인 어려움을 느끼고 있었으며, 사라진 교사의 인권과 제3의 감시의 눈 원장님을 어려움으로 표현하였다. 또한, 어린이집 CCTV 설치의무화에 대한 바람으로 교육을 통한 법의 내용 안내와 부정적인 CCTV의 인식 개선 노력, 교사 대아동 비율 축소, 교사 처우 개선, 양질의 교사 양성 과정 등의 제도적인 개선 방안을 원하고 있었으며, 교사 인권 지침서 제작과 가정에서의 양육 중요성이 사회적으로도 강조되길 바라고 있었다.

This study was done identify teachers' difficulties, and hopes with CCTVs in nursery classrooms according to the CCTV installation regulation at nurseries since 2005. Ten teachers participated in in-depth interviews and the collected data were analyzed qualitatively. The teachers had a hard time to find a place to rest and relax due to the psychological burden from the CCTV in the classroom because they were afraid of possibile misunderstandings that could occur. They did not feel free to epress their affection to children or to discipline children. The teachers reported that they did not have sincere relationships with the children and the parents, and they felt that their human rights were not protected well because of the surveillance done by director of the nursery. The teachers hoped that through education, parents, teachers, and stake holders should be well informed about the law and negative recognition about CCTV should be improved. They also hoped for a reduction in the ratio of teachers to children; the improvement of teacher labor conditions; an improvement in the system including good teacher training; making a guide book on the protection of of teachers' human rights; and social emphasis of the importance of home education.
