3차 어린이집 평가인증 통합지표의 평가지표 및 운영체계 개선에 대한 원장과 보육교사의 인식

Study of the Perceptions of Directors and Childcare Teachers on the Improvement of the Evaluation Index and Operating System of the 3rd Integrated Index of Childcare Center Accreditation

본 연구는 3차 어린이집 평가인증 통합지표의 평가지표 및 운영체계 개선에 대한 어린이집 원장과 보육교사의 인식에 대해 알아보아 어린이집 평가인증 지표의 개선방안을 제시하기 위하여 실시되었다. 이를 위하여 3차 어린이집 평가인증에 참여한 520개 어린이집의 원장 138명, 보육교사 291명을 대상으로 설문조사를 실시하였다. 그 결과, 3차 어린이집 평가인증에 참여한 보육교직원들은 평가지표 및 평정방식, 평가절차 및 평가결과, 결과공개, 현장 부담 완화 정도에 대해 대체로 찬성하는 것으로 나타났다. 구체적으로 어린이집 평가인증에 대한 과열경쟁이 보완되고 어린이집 보육의 질이 강화될 수 있는 현장 의견 수렴이 지속적으로 필요하며 현장관찰 평가기준의 객관적 방안이 마련되어야 한다. 이러한 본 연구 결과는 3차 어린이집 평가인증 통합지표 운영의 발전을 위한 안이 될 수 있으며 나아가 평가제 의무화 및 유보통합 평가제를 위한 기초를 위한 자료가 될 수 있다는 점에서 의의가 있다.

This study was conducted to examine the perceptions of childcare center directors and teachers on the improvement of the evaluation index and operating system of the 3rd integrated index of childcare center accreditation to propose measures for the improvement of the index of the childcare center accreditation. To this end a survey was conducted with 138 directors and 291 childcare teachers in 520 childcare centers, who participated in the 3rd childcare center accreditation. As a result, the teaching staff who participated in the 3rd childcare center accreditation overall agreed with the evaluation index and rating method, evaluation procedures and evaluation results, the disclosure of the results, and the alleviation of the burden in the field. It is continually necessary to gather the opinions from childcare centers so that the excessive competition for childcare center accreditation can be supplemented and that the quality of childcare centers can be improved; moteover, and it is necessary to prepare an objective plan for on-site observations and evaluation criteria. The results of this study have significance in that they can be measures for the development of the operation of the 3rd integrated index of childcare center accreditation and furthermore be baseline data for the enforcement of the compulsory accreditation system and the integrated evaluation system of early childhood education and childcare.
