부모의 유엔아동권리협약 실천을 위한 고민

A Study on the Practice of the United Nations Convention on the Rights of Children

이 연구의 목적은 유아기 자녀를 둔 부모의 유엔아동권리협약 실천을 위한 고민을 심층적으로 알아보고, 가정에서의 자녀의 권리 존중 실천을 위한 지원 방안을 모색하고자 하는 것이다. 이를 위해 D시의 만 3∼5세 유아기 자녀를 둔 부모가 포커스 그룹면담과 개별적 심층면담에 참여했다. 연구결과 첫째, 부모들은 자녀의 성장과 발달을 지원하기 위해서 자녀의 최선의 이익 보장과 권리 존중 실천의 ‘적절한’ 수준 및 우선순위를 고민했다. 둘째, 부모들의 ‘내 아이니까’와 ‘어리니까’라는 생각이 자녀의 의견 존중 실천을 어렵게 하는 것으로 나타났다. 셋째, 부모들은 유엔아동권리협약의 실행 의무자로서 책임의 무게를 느끼며, 훈육과 학대의 경계선에 대한 고민을 털어놓았다. 이러한 결과는 부모가 유엔아동권리협약을 실천하기 어려운 이유에 대한 정보를 제공하여 권리 존중 실천을 위한 부모교육 프로그램 개발 및 바람직한 부모 역할에 관한 기초자료로 활용할 수 있다.

The purpose of this study was to examine the concerns of parents with early childhood children for the implementation of the United Nations Convention on the Rights of Children. Additionally, this study attempted to find supportive measures for the practice to respect children's rights at home. To this end, parents with children aged 3 to 5 years in D city participated in focus group interviews and individual in-depth interviews. The results of this study are as follows. First, the parents considered the principle of the best interest of their children and the ‘appropriate’ level and priority in implementing children’s rights for their growth and development. Second, the ideas of the parents, which is ‘it is my child’ and ‘too young’ make difficult the practices to respect children’s opinion. Third, the parents who perceived themselves as the executive obligator to implement the United Nations Convention on the Rights of the Child, confessed their agony over the boundary between the abuse and discipline. The results provide information regarding the reason that parents would not able to implement the United Nations Convention on the Rights of the Child. Based on these results, it would be possible to develop an educational program for parents and to embody desirable parental roles for realizing children's rights.
