시･도교육청 학교교육정책의 정책확산 양상 분석

Analyzing Patterns of Policy Diffusion in Provincial Education Departments

지금까지 많은 교육정책연구가 중앙정부 중심에서 수행되어져 시･도교육청의 교육정책이 도입 및 확산되는 과정과 그 변화 양상에 대한 체계적 분석이 미흡하다는 문제의식에서 본 연구는 출발하였다. 2012년부터 2023년까지 12년간의 17개 시･도교육청의 주요업무계획 학교교육정책자료를 대상으로 정량적 시계열적 빈도분석과 정성적 내용분석을 통해 정책확산의 양상을 파악하고자 하였다. 분석결과, 직업교육과 디지털 교육정책의 수직적 확산은 중앙정부의 강력한 정책 권고에 기인한 반면, 학생인권정책과 혁신학교정책은 도입 후 점진적으로 확산되는 수평적 확산을 보였다. 또한, 시･도교육청의 정책경쟁이 특정 시기에 정책 우선순위 변화를 촉진하며, 각 교육청이 정책적 우위를 확보하기 위해 경쟁적으로 정책을 채택하는 경향도 관찰되었다. 이와 더불어, 시･도교육청 간 정책확산은 단순한 모방을 넘어 정책학습으로 이어졌으며, 이는 각 교육청이 타 교육청의 성공 사례를 벤치마킹하고 경쟁 속에서 정책을 발전시킬 수 있는 가능성을 보여준다. 이와 같은 분석결과는 시･도교육청의 자율성과 경쟁을 기반으로 한 정책확산의 중요성을 시사하며, 향후 정책개선을 위한 기반 자료로 활용될 수 있을 것으로 기대된다.

This study addresses the gap in systematic analyses of the processes of policy adoption, diffusion, and evolution within city and provincial education departments, given the prevailing focus on central government-led education policy research. Utilizing data from the main work plans of school education policies across 17 provincial education departments over a 12-year span (2012–2023), this study employed quantitative time-series frequency analysis and qualitative content analysis to discern patterns of policy diffusion. The findings indicate that the vertical diffusion of vocational and digital education policies was driven by strong directives from the central government, while horizontal diffusion, exemplified by student rights and innovative school policies, emerged gradually following initial local adoption. The study also revealed that policy competition among provincial education departments contributed to shifts in policy prioritization at specific intervals, with departments competitively adopting policies to establish strategic advantages. Furthermore, it was observed that policy diffusion among municipalities transcended simple imitation, fostering policy learning and enabling departments to benchmark successful initiatives from other regions to inform policy development in a competitive context. These results underscore the significance of policy diffusion facilitated by autonomy and competition among municipal education departments, offering critical insights for future policy enhancement and strategic planning.
