교육정책의 구성요소와 구조 분석 -사교육비 경감 정책을 중심으로-

Analysis of the Components and Structure of Educational Policy : Focusing on Policies to Reduce Private Education Expenditures

본 연구는 교육정책의 구성요소와 정책구조의 특성을 분석하고, 이러한 구조적 특성이 정책성과에 미치는 영향을 규명하는 것을 목적으로 한다. 이를 위해 정부별 주요 사교육비 경감 정책을 대상으로 정책 구성요소와 정책 구조의 특성을 분석하였다. 연구 결과, 처음에 구상한 정책구조모형을 8가지 정책 구성요소(정책 이슈, 정책 목표, 정책인과가설, 정책수단, 정책이익집단, 정책체계, 사회적 가치, 정책명)로 구성된 모형으로 수정하였다. 또한 각 정책 구조에서 정책인과가설의 타당성 부족과, 수반되는 사회적 가치의 내용, 정책체제와 이해관계집단 간 협력 부족 및 객관적인 정책 평가 및 환류 체제의 미흡 등이 정책 성과에 중대한 영향을 미쳤음을 확인하였다. 따라서 본 연구는 정책이 효과적으로 작동하기 위해서는 타당한 정책 인과 가설, 적절하게 수반되는 사회적 가치, 정책 이해집단과의 소통과 협력, 그리고 적절한 평가와 환류 체제가 필요하다는 것을 강조했다.나아가 본 연구에서 확립한 정책 구성요소와 정책 구조 모형을 교육 정책 분야뿐만 아니라 다른 정책 분야에도 적용함으로써 정책의 체계적인 분석과 설계, 성과 예측이 보다 효과적으로 이루어질 수 있을 것으로 기대하였다. 또한 연구 결과를 더욱 발전시킬 수 있는 후속 연구 과제를 제안했다.

This study aims to analyze the characteristics of educational policy components and policy structures, and to identify the impact of these structural characteristics on policy outcomes. To this end, the characteristics of policy components and policy structures were analyzed for major private education cost reduction policies by government. As a result of the study, the initially conceived policy structure model was modified into a model consisting of eight policy components (policy issues, policy goals, policy causal hypotheses, policy means, policy interest groups, policy systems, social values, and policy names). In addition, it was confirmed that the lack of validity of policy causal hypotheses in each policy structure, the content of accompanying social values, lack of cooperation between the policy system and interest groups, and lack of objective policy evaluation and feedback systems had a significant impact on policy outcomes. Therefore, this study emphasized that in order for policies to operate effectively, valid policy causal hypotheses, appropriate accompanying social values, communication and cooperation with policy interest groups, and appropriate evaluation and feedback systems are necessary. Furthermore, it is expected that the policy components and policy structure model established in this study can be applied not only to the education policy field but also to other policy fields, thereby enabling more effective systematic analysis, design, and performance prediction of policies. In addition, follow-up research tasks that can further develop the research results were proposed.
